Job Summary and Purpose

Assist the Head of Marine Personnel in the establishment, monitoring and implementation of NAKILAT's policies and procedures with respect to the marine personnel serving on the wholly owned vessels of the company.


Accountabilities

Key Accountabilities:




Talent Management:



1. Provide assistance in preparing, maintain and implementing the policies for the sea staff of the company.

2. Support the Marine Personnel Officer and Marine Personnel Administrator to attain their key individual accountabilities and ensure that the Relief Plan for each ship is prepared, maintained and delivered.

3. Regulate the recruitment cycle and recognize present and future shortages in the sea staff manpower.

4. Manage the recruitment of appropriate sea staff in alignment with the projections and in accordance with SMS and other applicable and sanctioned procedures.

5. Assess, monitor and evaluate the career development of sea staff employed by the organization.

6. Provide consultation with regards to training, promotion, appointment of sea staff to appropriate vessels and also undertake corrective disciplinary actions wherever necessary.


Learning and Development:



7. Liaise with the Learning & Development section of the company for the development of the Qatari National cadets.

8. Assess and evaluate the available information related to the Crew Management KPI along with the reports on the latest industry trends in order to ensure the accuracy of the KPIs.

9. Provide assistance to the Marine Personnel Manager in developing the annual training budget for all the vessels and also monitor the progress of the implementation process (cost and attendances).


Monitoring Functions:



10. Conduct and manage periodic office visits to the relevant sea staff and officers according to the SMS policy in order to ensure that all documents are completed and stored.

11. Undertake a number of ship visits according to the annual program and prepare reports based on the discussion with the crew.

12. Engage in the SHEQ administered SMS management of change process and also monitor the progress of amendments to the Marine Personnel Department in SMS.

13. Adhere to all relevant QHSE policies, procedures, instructions and controls so that NAKILAT provides a safe, world class, secure and environmentally responsible service to customers, the public and its own people.

14. Implement approved policies, processes and procedures, and provide instructions to subordinates to ensure their proper implementation.


Others:



15. Provide professional history and other supporting detail to the Charterers in accordance with the charter parties' agreement.

16. Execute other activities and responsibilities as delegated by the Head of Marine Personnel.

Qualifications, Experience and Job Skills

Qualifications:



Bachelor's degree in Business Administration / Human Resources or Social Sciences or any other related field

Experience:



5 to 8 years' experience in a large sized company

Job Specific Skills:



A good understanding of the marine industry and the extensive legal requirements pertaining to sea staff employment A very good knowledge of Human Resources Management and Personnel best practices Extensive knowledge and experience in managing an international marine personnel/crewing responsibility in a high demand and often complex operating environment Acquired knowledge and network of contacts within the marine personnel community to support competitive practices and new initiatives within NAKILAT
