This Opportunity

LBS is seeking a full-time Director of Fuel in support of LOGCAP V. Join our team and grow with us as we provide best in-class services that help clients solve their most complex challenges.

Your Impact

Responsible for managing all Capitalized and Non- Capitalized Retail, FARP, and Bulk fuel operations in Kuwait. Provides input on petroleum support operations, fuel accountability, and O&M for petroleum operating equipment, transportation trucks, and petroleum storage equipment.
  • Responsible for the administration and supervision of all personnel, fuel systems, and equipment, as well as the receipt, storage, issue, quality surveillance and accounting of all Class III petroleum products in the base inventory.
  • Reviews and evaluates short and long-term mission requirements regarding the operational readiness of all bulk fuel, retail fuel, and aircraft refueling.
  • Assures facility and equipment sufficiency and informs the Project Manager and affected base agencies and higher headquarters of any deficiencies that could prevent the accomplishment of the assigned day-to-day or contingency mission.
  • Plans, coordinates, forecasts, and schedules the shipment of fuel and cryogenic products to ensure peacetime and contingency levels are maintained.
  • Coordination is required through major command, Defense Energy Support Center and directly with commercial suppliers.
  • Reviews and verifies Bills of Lading and receiving documents on all incoming shipments of bulk fuels.
  • Reviews and evaluates statistical operational data for favorable or unfavorable trends in the logistical management of fuels. Reviews and approves/disapproves all inventory adjustment actions.
  • Reviews incoming correspondence which is directive in nature, determines required response and drafts for final submission.
  • Develops and implements local policies and emergency fuel support plans and procedures not covered by governmental guidelines.
  • Reviews and evaluates the Fuels Management Quality Control Program for the product, quality, operational effectiveness, corrective action and the detection of unfavorable trends.
  • Maintains adequate operating stocks and war reserve materiel.
  • Responsible for the control and supervision of Fuel Distribution Personnel.
  • Responsible for promoting, reassigning and evaluating subordinate manager, supervisors and employees. Exercises continuing responsibility for safety conditions, procedures and work practices employed within assigned area of responsibility.
  • Instructs subordinates in safety matters; ensures that safe work practices are followed, and regular inspections are performed.
  • Takes decisive action to eliminate unsafe conditions.
  • Performs other duties as assigned.

Required Qualifications
  • Must have computer skills and be able to operate a variety of computer programs.
  • Must be able to speak, read and write English fluently
  • Must maintain a valid driver\xe2\x80\x99s license from their home country with validity for 12 months from on-site employment date.
  • Must maintain a valid passport from their home country with validity for 12 months from on-site employment date
  • Must satisfy and maintain CENTCOM MOD-16 medical requirements to include COVID-9 vaccinations
  • Must be able to gain and maintain authorized entry onto US military installations.

Additional Required Qualifications
  • Must be able to work outside in extreme environmental conditions with ambient temperatures of 130 degrees, high winds, and sandstorms. Must be able to work in cold and wet conditions as well
  • Office environment may require sitting and standing for extended periods of time
  • The Fuels Sections areas have potential for exposure to Environmental (Snakes, Scorpions) and Chemical Hazards
  • Other exposures are transporting fuel over the Kuwait Highways and inside congested or confined areas at the work Locations.

  • Must be able to work overtime, evenings or adjusted shifts to complete mission requirements
  • May be required to work an irregular schedule including nights, weekends and holidays
  • Must comply with all Military, OSHA, EPA, Fire Regulations and published company Policies and Standards.
  • The ability to lift 25Lbs continuously, 50Lbs intermittently is required.
  • 48-hour work week; must be able to work weekends and overtime as required
  • 15 years (prior Army Petroleum experience preferred) of relevant experience leading Army Fuels Systems Operations.
  • Knowledge of the mission and functions of the Fuels Division to direct the work of the organization and to provide supervision to employees through one first level supervisor.
  • Knowledge of a broad range of fuels operations to review and evaluate short and long-term mission requirements regarding the operational readiness of all bulk fuel equipment and facilities. Assure facility and equipment sufficiency and to inform higher level management of any deficiencies that prevent the accomplishment of day-to-day contingency mission; to develop and implement local policies and emergency fuel support plans and procedures not covered by Army and other governmental directives; to analyze issues independently and solve problems in the assigned area of responsibility.
  • Knowledge of fuel quality control assurance, theories, principles, practices and techniques to evaluate the Quality Control Program.
  • In depth knowledge of Fuels Management Quality Control function to evaluate the refueling and defueling of aircraft, inventory control, support planning, fuel receiving and cryogenic operations
  • Knowledge of technical orders and publications to interpret, explain, and apply the technical requirements and specifications.
  • Knowledge of product procurement to implement the necessary elements of a mandatory quality assurance program.
  • Demonstrated management skills, including a professional demeanor, are required.
  • The ability to work effectively with all levels of employees, including top, middle and supervisory levels of management; to exercise discretion and good judgment; to handle confidential company and employee information with complete discretion; and to function with an advanced level of English oral and written language skills, through demonstrated proficiency, testing or both.

  • Manage a Department of Direct AN & OCN Hires, Subcontracted Workforce, and Service Vendors
  • Fleet of Fuel Tankers, Above-Ground Storage Tanks, Collapsible Bags, Fuel Dispensing Tanks, and Aircraft Refueling Equipment made up of various capacities.
