Job Title: Lifting Appointed Person
Project: YBP (Yas Bay Project) / Other EPC Project

Report To: Construction Manager / Lifting Superintendent
1. Job Purpose:
The Lifting Appointed Person is a critical specialized role responsible for the planning, coordination, and safe execution of all lifting operations on the construction site, in strict accordance with established standards and regulations. This person is the single point of authority for the planning and supervision of lifts.
2. Key Responsibilities:

  • Lift Planning: Develop comprehensive, site-specific lift plans and method statements for all routine and complex (critical) lifts. This includes creating detailed risk assessments and defining control measures.
  • Lift Classification: Classify lifts as routine or complex based on weight, height, proximity to hazards, and required precision, in line with company procedures (e.g., LOLER, BS 7121).
  • Resource Management: Select appropriate cranes, lifting equipment, and rigging gear for each lift. Ensure all equipment has current certification and is inspected before use.
  • Team Supervision: Appoint and brief competent crane operators, slingers/signalmen (Riggers), and supervisors for each lifting operation.
  • Site Preparation: Ensure the lifting site is properly prepared, including ground conditions, exclusion zones, and access routes.
  • Lift Coordination: Oversee the lifting operation from start to finish, ensuring strict adherence to the approved lift plan. Authority to stop any unsafe lifting activity.
  • Documentation: Prepare and authorize all necessary lifting documentation, including Lift Plans, Risk Assessments, and Crane Lift Study reports.
  • Liaison: Coordinate with other departments, contractors, and the client to ensure lifts are integrated safely into the overall project schedule.
  • Technical Advice: Provide expert technical advice on all matters related to lifting operations and equipment.
3. Qualifications & Experience:
  • Education: Engineering background (Mechanical/Civil) is highly desirable.
  • Certification: Mandatory certification as a Lifting Appointed Person from a recognized institution (e.g., OPITO, ECITB, LEEA). ADNOC approval for this role is a significant advantage.
  • Experience: Minimum of 8-10 years of experience in planning and supervising lifting operations, with a proven track record on large-scale oil & gas or construction projects involving heavy lifts.
  • Knowledge: Expert knowledge of crane types and capabilities, rigging principles, load dynamics, and international lifting standards (e.g., BS 7121, LOLER).
  • Skills: Strong analytical, planning, and communication skills. Must be meticulous, decisive, and able to demonstrate clear authority. Proficiency in lift planning software is beneficial.
