Penspen is urgently looking for Lead/ Specialist Quality Engineer (Mechanical) for one of our Offshore PMC projects in UAE.
Qualification Required

• The candidates should have an Bachelor's degree in Mechanical Engineering or related discipline

Responsibilities

• Provide technical leadership and oversight for all mechanical quality assurance (QA) and quality control (QC) activities across offshore projects, including fabrication, installation, commissioning, and maintenance of mechanical systems.
• Ensure compliance with project specifications, international standards, and regulatory requirements while driving continuous improvement in quality performance.
• Develop and implement Project Quality Plans (PQP), Inspection & Test Plans (ITPs), and mechanical quality procedures.
• Ensure compliance with API, ASME, ASTM, ISO, AWS, and client-specific standards.
• Review and approve contractor and vendor quality documentation, including WPS/PQR, NDE procedures, and material certificates.
• Conduct quality risk assessments and ensure mitigation measures are in place.
• Lead quality control activities for Static equipment (pressure vessels, heat exchangers, tanks), Rotating equipment (pumps, compressors, turbines), Piping systems (CS, SS, CRA, GRE), Valves, actuators, and mechanical packages
• Oversee fabrication, welding, machining, assembly, and mechanical completion activities.
• Ensure proper execution of NDE (RT, UT, MT, PT, PMI, hardness testing).
• Validate hydrotesting, pneumatic testing, leak testing, and mechanical integrity checks.
• Monitor offshore installation quality for: Piping erection, Mechanical equipment installation, Structural supportsSkid-mounted packages
• Ensure compliance with offshore construction standards and SIMOPS requirements.
• Verify mechanical completion (MC) dossiers and punch list closure.

Experience Required

• Minimum 15 to 18+ years in mechanical QA/QC experience in offshore Oil & Gas.
• Strong knowledge of Welding Engineering, NDE Method, Mechanical equipment standards, offshore construction quality
• Proven track record in PMC or client-side roles, especially within ADNOC or similar environments
• Previous experience in the ADNOC projects in the similar role would be an added advantage.

Certifications preferred: CSWIP 3.1/3.2 or AWS CWI/ ASNT Level II/III/ API 510/570/653 (advantage)
