Job Description

Job Summary
The Lead QC Engineer - E&I is a pivotal leadership role responsible for overseeing all quality control and quality assurance activities related to Electrical and Instrumentation systems throughout the project lifecycle. You will ensure that all E&I installation, inspection, and testing activities comply with project specifications, international codes and standards, and client requirements. You will lead a team of QC inspectors and serve as the primary point of contact for all E&I quality matters.
Key Responsibilities
Quality Management System & Planning:

  • Develop, implement, and maintain the Project Quality Plan (PQP) and ITPs (Inspection and Test Plans) specific to E&I disciplines.
  • Review project specifications, drawings, datasheets, and contractual documents to identify and understand quality requirements.
  • Ensure all quality control procedures and work instructions for E&I are up-to-date and effectively communicated.
Inspections & Testing:
  • Lead and witness all critical E&I inspections and tests, including:
  • Electrical: HV/MV/LV Cable pulling and termination, Transformer and Switchgear installation, Grounding & Lightning Protection, Heat Tracing, Lighting Systems.
  • Instrumentation: Calibration of instruments (pressure, temperature, flow, level), Loop Checks, Functional Tests, Analyzer systems, DCS/PLC Pre-commissioning.
  • Review and approve Method Statements, Inspection Reports, and Test Packages.
  • Perform surveillance audits of contractors' and subcontractors' E&I activities to ensure compliance.
Documentation & Reporting:
  • Manage the entire E&I quality documentation lifecycle, including generating and reviewing Inspection Reports (IR), Non-Conformance Reports (NCR), and Site Observation Reports (SOR).
  • Maintain accurate and timely records of all inspections, tests, and certifications.
  • Monitor and report on quality metrics (e.g., NCR status, inspection pass/fail rates) to the Project Quality Manager and Project Management.
  • Ensure all final quality dossiers and turnover packages for E&I systems are complete and accurate.
Non-Conformance & Corrective Action:
  • Identify, document, and manage non-conformities through the NCR process.
  • Lead root cause analysis (RCA) for significant quality issues and ensure effective corrective and preventive actions (CAPA) are implemented.
  • Liaise with engineering and construction teams to resolve technical quality issues.
Leadership & Coordination:
  • Supervise, mentor, and direct a team of E&I QC Inspectors.
  • Coordinate with client representatives, third-party inspectors (e.g., DNV, Lloyds), and certification authorities for all witnessed inspections.
  • Interface with construction managers, engineers, procurement, and commissioning teams to ensure a seamless quality process.
  • Conduct regular quality toolbox talks and training for the construction team.
Compliance & Safety:
  • Ensure all work is performed in strict compliance with project HSE (Health, Safety, and Environment) policies.
  • Verify that all materials and equipment received on site conform to approved material submittals and have the necessary certificates of conformity (MTC/COC).
Qualifications & Experience
  • Education: Bachelor's Degree in Electrical Engineering, Instrumentation Engineering, or a related field. Equivalent extensive experience may be considered.
  • Certifications: Mandatory certifications such as:
  • CSWIP 3.2 Senior Welding Inspector (for related activities) or BGAS-CSWIP Painting Inspector (advantageous).
  • ISO 9001 Lead Auditor certification is highly desirable.
  • Certified NDT Level II (e.g., RT, UT, MT, PT) is a plus.
  • Experience:
  • Minimum of 12-15 years of experience in QA/QC engineering, with a strong focus on E&I systems.
  • Proven experience in a leadership or supervisory role on major EPC projects (Oil & Gas, Petrochemical, Power Plants, or similar).
  • Extensive experience with international codes and standards (e.g., IEC, IEEE, ANSI/ISA, NEC, API, BS).

  • Leadership: Strong team management and mentoring skills. Ability to make decisive decisions under pressure.
  • Communication: Excellent verbal and written communication skills, with the ability to effectively interface with clients, vendors, and all levels of project staff.
  • Problem-Solving: Expert analytical and problem-solving skills with a focus on root cause analysis.
  • Detail-Oriented: Meticulous attention to detail in inspection and documentation.
  • Software Proficiency: Proficient in MS Office Suite and quality management software.
Working Conditions
  • This is a site-based position and may require working in a shift pattern.
  • The role involves working in both office and field environments, including exposure to weather, noise, and typical construction site hazards.
  • Physical mobility and ability to climb ladders, scaffolds, and navigate uneven terrain are required.
