Role Overview

The Lead Electromechanical Engineer is responsible for leading and managing the Electrical and Mechanical (MEP) Engineering Departments within a consultancy environment. The role involves full responsibility for master planning, design management, authority approvals, project management, tendering, construction supervision, and multidisciplinary coordination for infrastructure and building projects across Dubai and the wider GCC.

The position requires strong leadership, technical expertise, and hands-on experience in electrical power systems, HVAC, plumbing, firefighting, ELV, utilities infrastructure, and building services, with proven capability in delivering complex projects in compliance with UAE authority regulations.

Key Responsibilities

Leadership & Department Management. Lead, manage, and mentor the Electrical and Mechanical Engineering teams within the consultancy. Assign resources, manage workloads, and ensure timely delivery of all electromechanical design and supervision deliverables. Review and approve all electrical and mechanical designs, calculations, drawings, reports, and specifications. Establish engineering standards, QA/QC procedures, and best practices across departments. Design & Technical Oversight. Oversee concept, schematic, detailed, and IFC designs for all MEP systems including:
a ) Electrical power (LV, MV, substations, street lighting)

b ) ELV & telecom systems

c ) HVAC systems (district cooling, chilled water, DX, VRF)

d) Plumbing, drainage, irrigation, firefighting, LPG systems

Lead electromechanical master planning for infrastructure and mixed-use developments. Review load calculations, equipment sizing, system selection, and value engineering proposals. Ensure compliance with DEWA, FEWA, Dubai Municipality, Civil Defence, Etisalat, DU, RTA, Esti Dama, LEED, ASHRAE, CIBSE, NFPA, and other relevant standards. Project Management & Consultancy Services. Act as Lead Consultant / Senior Project Manager for electromechanical scope on major projects. Coordinate with clients, architects, structural engineers, infrastructure teams, and other stakeholders. Prepare design briefs, project execution plans, schedules, and cost estimates. Manage tender documentation, technical specifications, bid evaluation, and contractor recommendations. Monitor design and construction progress, resolve technical issues, and control project risks. Authority Approvals & Stakeholder Coordination. Lead submissions and approvals with all UAE authorities and utility providers. Attend technical meetings with clients, developers, contractors, and government entities. Provide expert technical advice during negotiations and dispute resolution. Construction Supervision & Site Support. Oversee site supervision teams and ensure works are executed as per approved designs and specifications. Review shop drawings, method statements, material submittals, RFIs, and commissioning plans. Ensure QA/QC compliance, testing, commissioning, and final handover. Value Engineering & Sustainability. Propose and implement value engineering solutions without compromising safety, quality, or performance. Lead sustainability and energy-efficiency initiatives in line with LEED, Estidama, and UAE Green Building Regulations. Support PPP and large infrastructure projects with lifecycle cost optimization.

Qualifications & Experience

Bachelor's Degree in Electrical or Mechanical Engineering (Master's / MBA preferred). Minimum 25+ years of experience, with extensive UAE/GCC consultancy background. Proven experience leading both Electrical and Mechanical departments. Strong background in infrastructure and building services projects. Professional memberships and certifications (LEED, PMP, Authority Licenses) are an advantage.

Technical Skills

Electrical: LV/MV systems, substations, street lighting, ELV, telecom, power generation. Mechanical: HVAC, plumbing, drainage, firefighting, LPG, district cooling. Software: AutoCAD, Revit, HAP, Hevacomp, Trace, ETAP, Dialux, MS Project, Primavera. Strong knowledge of international codes and UAE authority regulations.
