Title: Junior Structural Engineer Department: Site Operations Location: Middle East Reports to: Senior Resident Engineer / Resident Engineer / Head of Structural Site Operations Job Summary To implement all aspects of the quality management systems and control site supervision activities provision related to the Structural Works across the project, to deliver quality installations in accordance with the contract documents, relevant international standards and local authorities’ requirements. Primary Responsibility: Visit project site frequently (as required) to supervise the ongoing construction activities. To ensure that the Works are carried out safely and in-line with quality standards, in accordance to contract documents. Responsibilities Site Structural Engineer
Implement the site supervision quality procedures, and review submission requirements of the project, along with the contractor.
Review all construction documents and highlight any design and contractual discrepancies with the concerned SRE/RE / SPM / SHOS.
Ensure that the main contractor and nominated subcontractor coordinate with all concerned authorities departments and ensure that their requirements are adequately and satisfactorily incorporated.
Review and forward any comments on all submittals including contractor design drawings, shop drawings, materials and alternative proposals submitted by contractors.
Conduct regular (daily) site visits and supervise, certify the installation of structural works ensuring compliance with the contract documents.
Review and forward any comments on the contractor’s method statement for installation, execution of the works.
Attend site technical coordination meeting to discuss contractor(s) submissions, shop drawings, material submittals and construction related matters
Routine Inspection of the works carried out by the contractor(s) to ascertain that work is executed in accordance with the Contract Documents and accepted practise.
Inspect the mock-up, permanent works, on-site and off-site materials to be used in the project and organise field and laboratory tests, conducted by others, on construction materials to ascertain their compliance with the specifications and determine the acceptability for use on the project.
Raise non-conformance notices (NCNs)/reports; site inspections notices (SINs)
identify quality deficiencies in conjunction with the SRE/RE/ SPM
Review the corrective actions proposed by the contractor, respond / follow ups and close out procedure
Any potential safety concerns identified at site shall be reported to site SHSEE / SRE/RE / SPM
Liaise with the SHOS for the effective implementation of the quality management systems and site supervision provision activities.
Obtain samples and quotations as required for finalisation of any PS/PC Items.
Verify the accuracy of the contractor’s “As-Built” drawings reflecting in details the as- built conditions and approve the As-Built drawings.
Liaise with the Statutory Authorities and follow up all final inspection and approvals as required.
Carry out the final inspection for certification of final completion and handing over of the works.
1. Project / Area Interface
Assist SRE/RE/SPM in the supervision of the works to ensure compliance with the contract documents.
Assist/support the site team and the respective SRE/RE/SPM with the implementation of quality management systems.
Liaise with the project supervision team, coordinate and resolve any issues of concern.
Analyse current methods of site supervision and provide recommendations for continuous improvement
Compile Site Feedback and forward to the SRE/RE / SPM / SHOS
Assist the site team in the satisfactory close out of the project including snagging /disengaging of the works and related documentation.
2. Client Interface
Attend meetings with Client (as required).
Liaise with the Client for the necessary approval of samples.
3. Contractor Interface
Regularly attend site technical coordination meetings with Contractor
4. SO Office Interface
Liaise with the SHOS any particular project site related issues requiring input and/or feedback.
Coordinate leave request and discuss leave cover with the SHOS.
Liaise with OMSOD for all HR / Finance / Administrative issues.
5. Design Office Interface
Identify, raise and follow-up design office support requests in co-ordination with the SHOS.
Functional Duties
Assume responsibility of Structural works in the project in coordination with Sr.Structural Engineer and certify on completion the installation.
Monitor performance of the Contractor / Sub-contractor and identify, raise any quality/workmanship concerns with the SQE/SRE/RE / SPM.
Review quality procedures and effectively implement QA/QC plans across the project
Identify any particular site safety issues and bring to the notice of the contractor / SHSEE/SRE/RE / SPM
Line Management / Administrative Duties
Update and maintain the latest revision of all project documents
Review, coordinate and forward submittals, inspection requests, technical query to the project team and/or discipline engineers.
Assist the project site team during internal, external and site surveillance audits.
Coordinate leave request and discuss leave cover with the SHOS.
Prepare and regularly (weekly) submit reports and maintain records.
