Provide Command and Control (C2) systems and Joint Interface Control Officer (JICO) Tactical Data-link (TDL) Subject Matter Expertise to NAVCENT in support of Multi-TADIL Network (MTN), and Common Operational Picture (COP) systems. TS-SCI Clearance required.

Responsibilities

Major Job Activities:

+ Provide technical subject matter expertise to assist with the development of requirements for MOC C2 systems and infrastructure to support current and future operations;

+ Provide technical subject matter expertise in support of installations, upgrades, and both remote and on-site troubleshooting / restoration;

+ Provide technical advice and assistance to NAVCENT N3 for the validation of Tactical Data Link (TDL) network architectures in support of theater Information Exchange Requirements (IER);

+ Provide system administration, operation, and configuration management on LMMT and associated cryptographic equipment. Provide mentorship and training support to military personal responsible for Tier I/II system operation;

+ Develop, modify and coordinate the requirements for area fleet commander's OPTASK Common Tactical Picture (CTP) and supplements. Manage overlay database, input / modify overlays as required, distribute to deploying strike groups, and maintain the architecture and other documentation;

+ Provide SME services for systems administration, configuration, and training on Global Ballistic Missile Defense Communication Net related to the Layer 7 LMMT MITM architecture. Act as technical liaison between the NAVCENT Current Operations, Integrated Air and Missile Defense (IAMD), CENTCOM C2BMC, and NCTS Bahrain for issues relating to configurations, upgrades, tests, exercises, and operations which involve or utilize the LMMT MITM Layer 7 architecture.

Material & Equipment Directly Used:

Navy classified and unclassified C4ISR computer systems and ONE-NET.

Working Environment:

Candidate will work primarily in computer facilities at Naval commands in an office or computer equipment room environment. Work outside of normal work week hours will be required to participate in meetings, troubleshooting efforts, and installations or upgrades.

Physical Activities:

+ Personnel may be required to stand or sit for prolonged periods of time. Individual must be able to lift up to 30 lbs. unassisted.

+ The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; viewing a computer terminal; extensive reading; visual inspection of installed computer and network equipment.

Qualifications

Minimum Qualifications:

+ BS in Information Technology (or equivalent technical degree) or 5+ years technical experience in related discipline required.

+ IAT Level II Certification (CCNA-Security, CySA+, GICSP, GSEC, Security+ CE, CND, or SSCP) with IA and CE required.

+ 5+ years' experience with Navy or DoD Networks (SIPRNET, NIPRNET, SCI).

+ Tactical Data-links (LINK-11, LINK-16, MTJ, UTJ, STJ), and Common Operational Picture (COP) systems subject matter expertise.

+ C4I Systems experience: GCCS-J/M, LMMT MITM architecture, IAMD and other C2 Systems operations, configuration, and administration.

+ Active DoD TS-SCI (eligible) Security Clearance.

Experience / Skills:

+ Tactical Data-links (LINK-11, LINK-16, MTJ, UTJ, STJ), and Common Operational Picture (COP) systems subject matter expertise.

+ Detailed knowledge of MOC C2 systems to include knowledge of fleet communications and architectures.

+ Must be able to communicate well both orally and in writing.

+ Must be able to communicate well with senior Navy / DoD officials and technical personnel.

+ Candidate must be able to provide training remotely and in person.
