To act as leader on site, fully empowered, responsible, and accountable to make sure the Services Global ISR workload & capacity data is representative of the Site Métiers and Projects reality. To manage the ISR capability and capacity gap closure for the product line and regions. Where required, deliver the ISR requirements for the projects. Work closely with the key stakeholders and manage the reporting requirements for the S&OP governance cycle.

ISR demand and capacity management: Key contact for Regional or site ISR manager. Consolidate and challenge site engineering workload in accordance with the Workload Management Process (ENG-RS-WMS-015). Challenge engineering métier and projects about consistency and time range of firm and forecasted projects. Participate in the planning activities with the métiers and projects (including Best Cost workload identification). Participate and advise in the scenario planning creation for the site to ensure there is sufficient workload capacity. Prepare and analyse scenarios of workload based on opportunities in the pipeline. Ensure clear mitigation plans are in place for métiers when underloaded. Propose Shared Engineering Center (SEC) adjustments with other sites, if needed. Ensure appropriate reporting into S&OP covering Workload status, Scenario Max, Métiers Over/Underload, potential transfer into Best Cost Countries. Best Cost Workload Planning in accordance with capacity requirements. First time right delivery of subcontractors and On Time Delivery (overview of results of subcontractors on site). Apply and ensure compliance with subcontracting process based on local rules and central guideline Drive subcontracting maturity level (avoid level 1 when possible and maximise level 4). Apply standard technical specifications defined by Central Sourcing. Drive quality improvement of subcontracting technical specifications. Provide an overview about OTIF and FTR performance of subcontractors. Ensure compliance to applicable best cost and subcontracting processes. To alert SED and Commodity manager in case of difficulties faced with subcontractor.

ISR: Supervise technical publications work (planning, daily and weekly meetings, performance indicators and subcontracting) in accordance with the priorities resulting milestones, schedules, and contractual commitments with customers. Manages training related work (planning, coordination of travel, logistics courses) in accordance with the priorities resulting milestones, schedules and contractual commitments with customers. Meet, discuss and negotiate with suppliers and customers to ensure that we meet customer expectations while taking into account project objectives. Coordinates the availability of information, suppliers, purchasing and evaluates the change requests to adequately support trainers, SMEs, technical writers, illustrators, and production technicians.

Educational Requirements

Mandatory: Bachelor's degree in Engineering or equivalent. Desirable: Master's degree in engineering/science Master of business administration (MBA) or any general management certification course Project Management Professional certification

Experience

Mandatory: Good speaking, reading, and writing skills in English. Previous experience in performance/ quality / improvement / workload / planning or related field. Minimum 5 years of engineering or project management experience Work experience in globally distributed and multi-cultural teams Experience with engineering outsourcing / offshoring International work experience Desirable: Rail vehicle development experience Experience working as delivery lead from a supplier organization to OEM Leadership experience Expereince of developing Technical Publications, Technical Trainings, Special Tools and Maintenance Plan.

Competencies & Skills Data driven mindset. Comprehensive understanding of Data Analysis and performance reporting. Proven experience in visual management, data manipulation. General knowledge of all the processes (Engineering, Industrial...) involved. High degree of communication skills, ability to influence. Open minded & motivated. Proactive. Highly skilled in MS Excel and standard PowerPoint knowledge. General project management knowledge (including development phases and industrial phases). General knowledge of railway products and processes. Understanding of EHS, HR, financial, sourcing, IT processes and legal constrains.
