Nature of the Consultancy
Category B: Protection Expert - Development and delivery of training modules focused on comprehensive case management for victims of trafficking (VoTs), with an emphasis on trauma-informed methodologies and holistic support to facilitate the recovery and reintegration of Trafficking in Persons (TiP) survivors.
Project Context and Scope
Trafficking in persons is a grave violation of human rights that inflicts profound and lasting harm on its victims. Individuals who have experienced trafficking often endure physical, psychological, and emotional trauma, which can have long-term consequences on their health and well-being. The exploitation they face--ranging from forced labour to sexual abuse--undermines their dignity, erodes self-confidence, and disrupts their sense of safety and trust in others. Often, recovery and reintegration into society present significant challenges, requiring comprehensive support and dedicated interventions to address the complex needs of survivors.
In alignment with the National Strategy on Trafficking in Persons (2022-2026), relevant national stakeholders in Egypt have been actively engaged in providing appropriate support and reintegration assistance to survivors of human trafficking. Within the framework of the Regional Development and Protection Programme for North Africa (RDPP NA), the International Organization for Migration (IOM), in cooperation with the National Committee for Combating and Preventing Illegal Migration and Trafficking in Persons (NCCPIM&TIP), is seeking to engage an expert with specialised experience in survivor care.
The selected expert will play a key role in developing comprehensive training modules and interventions focused on case management for VoTs, with a strong emphasis on trauma-informed methodologies and holistic approaches to support. His/her expertise is crucial to ensuring that the unique and complex needs of trafficking survivors are addressed effectively, enabling both immediate and long-term support for their wellbeing, recovery, and successful reintegration into society.
Through this initiative, IOM and NCCPIM&TIP aim to enhance the quality and impact of protection services, ultimately strengthening the overall response to human trafficking in Egypt.

Tasks to be performed under this contract
The consultant will serve as the expert lead in the development of training modules and the design of comprehensive case management strategies for victims of trafficking, with a particular focus on trauma-informed, survivor-centred approaches. Working in close partnership with IOM and NCCPIM&TIP, the consultant is responsible for ensuring that all interventions are tailored to the Egyptian context and reflect both national priorities and international best practices. His/her encompasses conducting in-depth assessments, developing and delivering practical resources and training, and fostering multi-sectoral collaboration to enhance the overall quality and sustainability of protection and reintegration services for survivors of trafficking.
