Nature of the Consultancy


Category B: Protection Expert - Development and delivery of training modules focused on comprehensive case management for victims of trafficking (VoTs), with an emphasis on trauma-informed methodologies and holistic support to facilitate the recovery and reintegration of Trafficking in Persons (TiP) survivors.


Project Context and Scope

Trafficking in persons is a grave violation of human rights that inflicts profound and lasting harm on its victims. Individuals who have experienced trafficking often endure physical, psychological, and emotional trauma, which can have long-term consequences on their health and well-being. The exploitation they face--ranging from forced labour to sexual abuse--undermines their dignity, erodes self-confidence, and disrupts their sense of safety and trust in others. Often, recovery and reintegration into society present significant challenges, requiring comprehensive support and dedicated interventions to address the complex needs of survivors.


In alignment with the National Strategy on Trafficking in Persons (2022-2026), relevant national stakeholders in Egypt have been actively engaged in providing appropriate support and reintegration assistance to survivors of human trafficking. Within the framework of the Regional Development and Protection Programme for North Africa (RDPP NA), the International Organization for Migration (IOM), in cooperation with the National Committee for Combating and Preventing Illegal Migration and Trafficking in Persons (NCCPIM&TIP), is seeking to engage an expert with specialised experience in survivor care.


The selected expert will play a key role in developing comprehensive training modules and interventions focused on case management for VoTs, with a strong emphasis on trauma-informed methodologies and holistic approaches to support. His/her expertise is crucial to ensuring that the unique and complex needs of trafficking survivors are addressed effectively, enabling both immediate and long-term support for their wellbeing, recovery, and successful reintegration into society.


Through this initiative, IOM and NCCPIM&TIP aim to enhance the quality and impact of protection services, ultimately strengthening the overall response to human trafficking in Egypt.

RESPONSIBILITIES

Tasks to be performed under this contract



The consultant will serve as the expert lead in the development of training modules and the design of comprehensive case management strategies for victims of trafficking, with a particular focus on trauma-informed, survivor-centred approaches. Working in close partnership with IOM and NCCPIM&TIP, the consultant is responsible for ensuring that all interventions are tailored to the Egyptian context and reflect both national priorities and international best practices. His/her encompasses conducting in-depth assessments, developing and delivering practical resources and training, and fostering multi-sectoral collaboration to enhance the overall quality and sustainability of protection and reintegration services for survivors of trafficking.

Phase 1

Development of training modules focused on comprehensive case management for victims of trafficking (VoTs), with an emphasis on trauma-informed methodologies and holistic support to facilitate the recovery and reintegration of Trafficking in Persons (TiP) survivors. Training will incorporate effective strategies and best practices for supporting survivors' recovery and rehabilitation, covering both immediate and long-term requirements. The courses will be tailored to the Egyptian context and aligned with existing strategies and frameworks.

Phase 2

Provide staff at government-operated shelters and Civil Society Organisations (CSOs) involved in Counter-Trafficking initiatives with comprehensive training on the newly developed modules. These sessions will enhance staff capabilities to recognize and address the psychological and emotional needs of trafficking victims. Additionally, staff will be equipped to reinforce protection mechanisms, enabling timely and appropriate responses to the complex challenges encountered by survivors. Strengthening these core skills aims to elevate the quality of care, promote survivor wellbeing, and support successful reintegration into society.



The Consultant will undertake the following tasks:



Conduct a comprehensive review of current initiatives in capacity building, identifying gaps, challenges, and opportunities for improvement. Integrate survivor-informed and trauma-conscious principles throughout the assessment. In addition to identifying existing gaps, the analysis should present a clear and actionable roadmap outlining how IOM can effectively support Civil Society Organisations (CSOs) engaged in assisting survivors throughout their recovery and reintegration processes. This roadmap should detail specific areas where IOM's expertise and resources can be leveraged to bolster CSOs' operational capacities, such as providing technical assistance in developing trauma-informed care protocols, facilitating access to specialised training for staff, and supporting the establishment of robust multi-sectoral referral networks. Furthermore, the roadmap should propose types of material support that can be provided to survivors to boost their recovery and reintegration programmes. Such material support may include vocational training kits, educational supplies, and resources tailored to the specific needs and interests of survivors. Develop modules focused on comprehensive case management for victims of trafficking (VoTs), with an emphasis on trauma-informed methodologies and holistic support to facilitate the recovery and reintegration of Trafficking in Persons (TiP) survivors. Training will incorporate effective strategies and best practices for supporting survivors' recovery and rehabilitation, covering both immediate and long-term requirements. The courses will be tailored to the Egyptian context and aligned with existing strategies and frameworks, in addition to reflecting survivor needs, international best practices, and local realities. Emphasize multi-sectoral coordination, disability inclusion, and accountability to affected populations (AAP). detailed guides, toolkits, and recommendations for improving survivor reintegration practices, monitoring outcomes, and ensuring continuous feedback from survivors and stakeholders. Deliver training rounds on the newly developed modules to staff at government-operated shelters and Civil Society Organisations (CSOs) involved in Counter-Trafficking initiatives. The consultant will develop the training plan and facilitate these sessions in close coordination with IOM and NCCPIM &TiP , ensuring that participants are equipped with the necessary knowledge and skills to implement trauma-informed, survivor-centred care. The training delivery will also include pre- and post-assessment to evaluate learning outcomes and gather feedback for continuous improvement.

QUALIFICATIONS

Education

Advanced university degree in social sciences, human rights, migration studies, or related fields. Experience
Demonstrated expertise in the development and execution of comprehensive programmes for survivors of trafficking, including the ability to assess survivors' individual needs, design tailored support interventions, and ensure access to essential services such as psychosocial care, education, vocational training, and community-based support. Familiar with the complex challenges faced by survivors, ensuring programmes are trauma-informed, rights-based, and culturally sensitive, thereby facilitating successful long-term reintegration and social inclusion. Proven experience in providing protection to vulnerable populations. Experience working with CSOs and government entities in the field of migration and human rights. Skills
Strong facilitation and training skills with a focus on capacity building. Excellent research, analytical, and reporting skills. Languages
Fluency in English, with knowledge of additional relevant languages considered an asset. IOM's official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
