Job Description

Schedule: Full-time .. Purpose of consultancy This consultancy builds on the WHO Country Office of Bahrain's efforts to strengthen health system leadership and governance function to advance Universal Health Coverage (UHC) and build a stronger, more resilient, fairer, and greener health system in Bahrain. The selected Health Policy Consultant will achieve the agreed-upon deliverables through developing country guidance, advocacy material, and research; and preparing the implementation stages for relevant workshops and meetings.

Background The WHO Country Office of Bahrain was established with the first WHO Representative appointed on the first of June 2021. In line with WHO's Thirteenth General Programme of Work (GPW13), the Country Office sets forth to drive public health impact in the Kingdom of Bahrain by providing technical support to strengthen the health system leadership and governance function, with a particular focus on supporting health system investment to adopt and implement policies that promote health, prevent illness and facilitate access to quality health services towards achieving UHC by 2030. To this end, the Country Office is generating evidence, facilitating the exchange of best practices and lessons learned locally, regionally, and globally, and opening new avenues for partnerships with national and international partners such as ministries, United Nations agencies, and government institutions for more coordinated actions on the health-related Sustainable Development Goals (SDGs). Deliverables Output 1: Provide technical support in planning, adjusting, and scaling up specific health policy initiatives that promote health, prevent illness and facilitate access to quality health services to accelerate progress towards UHC. Deliverable 1.1: Prepare the implementation stages of relevant capacity-building workshops and training, including developing needed technical materials such as concept notes and list of participants, etc, and producing comprehensive workshop/meeting reports. Deliverable 1.2: Support the conduction of national policy dialogues on the strategic planning for health, including the consensus-building workshop on the draft Country Cooperation Strategy 2024-2029. Deliverable 1.3: Support the WHO Country Office in providing technical guidance to the national health authorities in the area of health strategy and health policy, including developing the Health National Adaptation Plan (HNAP) and adopting approaches to strengthen the climate resilience of health systems. Deliverable 1.4: Facilitate information-sharing with the Ministry of Health and other health-related partners on key global and regional health policy frameworks through digital communication channels, arranging meetings, etc.

Output 2: Provide technical support in developing and maintaining partner relations with sister UN agencies and other institutions and partners in the area of health policies and strategies through innovative approaches. Deliverable 2.1: Contribute to the United Nations Country Team (UNCT) task forces, thematic groups and other similar forums to reinforce WHO technical support and facilitate policy dialogue, advocacy, and promotion of SDG health-related concepts. Deliverable 2.2: Provide technical inputs to the development process of the UN Strategic and Sustainable Development Cooperation Framework (SCF) 2025-2029 and the positioning of WHO as the health lead in the UNCT, adopting a Health in All Policies approach. Deliverable 2.3: Review UNCT documents, assessments, and communications related to or promoting national health planning and strategizing for health, including the annual update of the UN Country Common Analysis (CCA). Deliverable 2.4: Coordinate the appropriate documentation and reporting of relevant WHO activities and initiatives for the United Nations Country Results Annual Report 2023. Output 3: Lead the creation and dissemination of different knowledge management products to promote policy advocacy and interventions towards realizing the vision of Health for All by All. Deliverable 3.1: Develop the WHO Country Office's Annual Report 2023, outlining key achievements, lessons learned, and faced challenges to improve organizational effectiveness, transparency and performance. Deliverable 3.2: Produce the WHO Country Office's biannual newsletters covering January-June and July-December 2024, including coordinating the compilation and synthesis of information on all the different activities implemented by the WHO Country Office of Bahrain during 2024 in a systematic way. Deliverable 3.3: Prepare and review talking points, communication material, and presentations, among other products, on key health matters in health policy, ensuring they reflect the WHO Country Office's efforts in advancing the GPW13 strategic priorities and achieving the 2030 Agenda's pledge to leave no one behind.

Educational Qualifications Essential: Master's degree in public health, health policy and management, social sciences, international development, public policy, or any related field. Experience Essential · A minimum of five years of progressive experience in public health, health systems strengthening, supporting the development and implementation of health policy, procedures and guidelines, or any related technical area at regional or national levels. · International experience is mandatory (in case of hiring international consultant). Desirable · Additional years of relevant professional experience are highly desirable. · Demonstrated experience in writing reviews, technical reports, and policy briefs, among others. · Experience working with WHO or any other UN agency would be an asset. · Evidence of having undertaken similar assignments is an asset

Skills/Knowledge The selected candidate should demonstrate a broad set of technical and soft skills, including: · Thorough understanding of the health system in Bahrain. · Strong analytical skills in data collection, analysis, and reporting. · Ability to produce comprehensive technical reports in a clear and presentable format. · Ability to translate research into real and tangible policies and recommendations. · Ability to work in a multicultural environment and facilitate and encourage open communication. · Ability to perform efficiently under work pressure and actively work towards continuing personal learning and development. Language/s Essential: expert knowledge of Arabic and English Location Manama - Bahrain Travel No travel is required. Medical clearance The selected Consultant will be expected to provide a medical certificate of fitness for work.

Remuneration and Expected duration of the contract (Maximum contract duration is 11 months per calendar year) · Remuneration: at Band level "B" · Expected duration of the contract: Start date: 01/02/2024 - End date: 31/12/2024.
