The Internal Control and Compliance Officer will support the Controller in meeting the requirements of the Internal Control and Compliance function by conducting reviews of all AUS transactions.
Job Responsibilities
Assist in the implementing of the objectives of internal control and compliance by promoting transparency within the university transactions.
Liaise with Finance, Supply Chain, Employee Services, Sustainability, Facilities, Campus Development and ICT and IT Security and other areas (as required) to understand the nature of transactions in each department.
Conduct in-depth review of all AUS transactions (requisitions, purchase orders, direct pay invoices and reimbursements) in line with the objectives of the financial control and compliance function.
Establish the need for a product or service, including feasibility studies and cost benefit analysis for large scale projects.
Analyze all possible operational scenarios for the purchase, including assessing any viable and cost-effective alternative solutions and services.
Understands the life cycle analysis of hardware and equipment.
Ensure that funds allocated to various departments are used effectively and that items or services procured represent best value for money for the university.
Ensure compliance with established policies, procedures, laws and regulations.
Regularly monitor activities and transactions to identify any deviations from established policies, Board of Trustees resolutions, and Delegation of Authority Manual (DoAM), including implementing appropriate corrective actions.
Promote a culture of ethical behavior within the university by encouraging transparency, honesty and integrity in all dealings.
In collaboration with Supply Chain, confirm that vendors, suppliers, and partners comply with the organization\'s financial and ethical standards.
Review and improve internal control and compliance processes based on lessons learned, changing regulations and best practices on regular basis.
Identify, assess, and determine how the risks are being managed to achieve the University objectives.
Ensure the economical, efficient and effective use of resources.
Safeguard the university interests and assets from losses of all kinds, including those arising from fraud, irregularity or corruption.
Ensure the review of transactions are completed within the expected timelines.
Report to the Controller on the status of transaction review and the approval/rejection of transactions.
Report to the Controller on the progress of the implementation of recommendations or deficiencies identified to address control and compliance weaknesses.
Gather supporting documentation and performing recordkeeping.
Carry out additional tasks as may be required from time to time as requested by the Controller.
Required Qualifications and Skills
Bachelor\'s degree in related field (Business/Accounting/Finance)
3 years of internal audit or relevant financial control/analysis experience
In-depth knowledge of supply chain process
Report writing
UAE National preferred
Preferred Qualifications and Skills
Master\'s degree in related field: business/accounting/finance
Professional Accounting Qualification (e.g. ACA, ACCA, CIMA, CPA, CIA)
