Thoroughly review and understand the project's contract documents, detailed drawings, specifications, and health and safety requirements, including all revisions and updates.
Ensure contractor compliance with project standards, specifications, and approved drawings.
Maintain daily records of the contractor's manpower, equipment, and site activities.
Undertake site supervision and inspections as instructed by the Resident Engineer (RE) or Assistant Resident Engineer (ARE).
Liaise and follow up daily with the contractor to ensure effective management of resources, health and safety, and equipment.
Prepare daily reports for the RE or ARE, including work orders, materials delivery, and daily inspection activities.
Follow up and implement site instructions issued by the RE or ARE.
Apply and enforce all quality control and quality assurance procedures on site.
Perform site measurements and surveying checks, including pipe alignments, levels, and elevations, as required.
Coordinate and cooperate with the client project manager during inspections in the presence of the RE or ARE.
Monitor contractor QA/QC activities and maintain relevant records.
Assist RE and ARE in the preparation of correspondence, reports, and documentation in compliance with contract requirements.
Identify site problems and work with the RE or ARE to resolve issues promptly.
Monitor the start-up, commissioning, and handover of civil infrastructure works, maintaining records of project milestones.
Maintain records of materials tests, inspection reports, and executed works.
Conduct audit inspections to verify conformity with contract documents and contractor-submitted plans.
Issue Non-Conformance Reports (NCRs) and Site Observation Reports (SORs) for deviations or deficiencies, and follow up on corrective actions.
Review Requests for Information (RFIs) and technical submittals from contractors and provide comments/recommendations to RE/ARE.
Monitor the contractor's progress against approved schedules and report delays or potential slippages.
Ensure compliance with local authority regulations (RTA, DM, DEWA, etc.) and assist with NOC submissions or inspections if required.
Assist in coordination with other disciplines (structural, electrical, mechanical) to ensure proper integration of civil works.
Ensure that all site works are conducted in accordance with health, safety, and environmental (HSE) requirements, and report any violations immediately.
Participate in site meetings, coordination sessions, and technical discussions with the contractor, RE, ARE, and client representatives.
Conduct final inspections and punch list verification prior to project milestones or handover stages.
