The Infrastructure Engineer is responsible for providing technical authority and leadership for Horn Ridge's infrastructure department, with primary accountability for the delivery and execution of infrastructure engineering across the company's projects. The role provides technical leadership, design governance, and strategic coordination across all infrastructure systems, including roads, drainage, water, sewer, power, and telecommunications. The Infrastructure Engineer will ensure rigorous technical oversight of planning and design activities. Drawing on a comprehensive understanding of infrastructure engineering principles, the role directs infrastructure delivery from feasibility through to detailed design and construction execution.
Roles & Responsibilities:
o Lead and manage Horn Ridge's infrastructure team, providing mentorship, guidance, and professional development.
o Allocate team resources efficiently across multiple projects to meet delivery deadlines.
o Establish and enforce infrastructure design standards, best practices, and quality procedures.
o Oversee the planning, design, and execution of infrastructure projects from feasibility and concept development through to detailed design and construction implementation.
o Ensure all infrastructure works, including roads, earthworks, drainage, water, sewer, electrical, and telecommunications systems, are delivered on time, within budget, and to specification.
o Provide technical direction to project teams, ensuring designs are practical, constructable, and aligned with project objectives.
o Actively manage and monitor infrastructure delivery through ongoing review of programme, coordination, and technical performance, proactively resolving design, interface, or implementation issues to maintain project momentum.
o Review and approve infrastructure designs, drawings, calculations, and technical reports for accuracy, compliance, and constructability.
o Implement design governance processes to ensure high quality outputs across all projects.
o Lead infrastructure meetings, design reviews, and technical workshops to confirm technical decisions and communicate risks, constraints, and actions to management and project teams.
o Coordinate with utility providers and other external stakeholders to facilitate approvals and resolve technical issues.
o Provide primary technical advisory leadership on infrastructure matters, delivering clear, defensible engineering advice to clients, authorities, and internal project teams to support informed decision making.
o Ensure rigorous quality control and assurance processes are implemented and followed.
o Monitor adherence to HSE and regulatory standards in design and execution activities.
o Review and approve contractor submissions, shop drawings, method statements, and technical reports during construction, and provide technical input into the preparation and evaluation of infrastructure bid and tender documentation.
o Contribute to business development through technical leadership, innovative solutions, and demonstrated delivery capability.
o Support proposal preparation, feasibility studies, and technical submissions for new projects.
o Identify opportunities for value engineering and cost optimization across infrastructure projects.
Qualifications & Experience
:
Bachelor's degree in civil engineering (BEng / BSc / BS) from an accredited institution
Postgraduate qualification in Master of Engineering (Infrastructure)
Formal training or certification in MEP systems coordination or BIM-based services integration is desirable
Minimum 15 years total professional experience in infrastructure and large-scale developments
Minimum 7 years' experience in utilities and MEP services with demonstrated experience in MEP services integration within large scale infrastructure projects
Proven experience and involvement in utilities and MEP services master planning, services corridor planning and spatial coordination, utility interface management, construction sequencing and live-services management, testing, commissioning, and handover of infrastructure services, risk mitigation for buried and live services
Proven experience in preparing and delivering technical reports, progress reports, and professional presentations covering design, utilities/MEP coordination, authority submissions, and construction stage activities for management, authorities, and project stakeholders.
Proficient in the use of AutoCAD, Revit (MEP), Navisworks Manage, Civil 3D, Water GEMS, Sewer GEMS, InfoWorks, HEC-RAS, HEC-HMS, ETABS, Primavera P6, and Microsoft Office
