PURPOSE:
To act as a safety ambassador in the organisation, to instigate a true safety culture and secure adherence to all applicable safety policies
To implement, co-ordinate and maintain the Company Safety Management System both ashore and onboard the fleet.
To support all efforts from all angles of the client and JV Owners to enhance the safety awareness in the client and concurrently implement initiatives for the purpose of constant improvements to the safety records.
To act as the Company's Representative for QA/HSSE and to work in close cooperation with both the MD, Fleet Manager Qatar, Head of HSSEQ and client HSSEQ Managersi
Continue your role as an Ambassador constantly driving and encouraging the programs implemented by the client.
KEY AREAS OF RESPONSIBILITY:
To implement and maintain the company HMS (Harmonized Management Systems) on the vessels in the operation.
Co-ordination and maintenance of HMS System documents and records in co-ordination with the regional Marine Standards Officer
Plan and perform internal and external Quality and Safety audits ashore and onboard, in conjunction with regional office.
Participate in all HSSEQ related meetings internally and externally as required by JV
Be an activate driver of training programs ashore and afloat- including visiting the offshore based personnel in Halul
Must display sound knowledge of HSSEQ related to the Towage Industry along with procedures, locally and internationally.
Identify and report on Quality and Safety related issues
Provide induction of all employees into the Company Management System and related HSSEQ areas, including internal training on Quality and Safety related issues.
Maintain the filing of Management System documents in accordance with the relevant procedure.
Maintain and update the Safety Statistics. Co-ordinate and perform HSE work-site inspections.
Taking the lead on incident investigations, registration and follow-up of accidents/incidents reported.
Collect and report on HSSEQ statistics monthly. Running and optimizing the results from Svitzer's HMS marine standards program.
Must display sound knowledge of risk & incident management software tool used for reporting of incidents and tracking actions including Top Box with experience in the "Black Box"- Investigation
Evaluate, review and enhance emergency plans.
Ensure that following any major incident / accident, relevant personnel are briefed and updated. Undertake full investigation and submit report as directed by the MD Qatar.
Ensure adherence to International as well as national regulations.
Concurrently implement appropriate safety initiatives such as but not limited to campaigns addressing operational elements shown to form a high-level risk in our operation
Responsible for PPE use and provision in the client, securing minimum safety standards are always upheld however also securing an economical procurement and use of equipment.
QUALIFICATIONS & EXPERIENCE:
Tertiary level education, Marine / Offshore /Shipping background.
Ocean going back ground is a benefit.
Formal qualification in QA / HSSE / NEBOSH
Knowledge of the towage and / or offshore industry.
Knowledge of Quality and Safety Management Systems essential.
High level of written and spoken English, familiarity with Word, Excel and IT systems.
Exposure to ISM/SMS principals and procedures.
Must be flexible to travel occasionally locally within region, to other operations and regional office in Dubai.
