PURPOSE OF THE JOB
To support in planning and regulating all HSE resources and activities in Company (including all the zones); monitor and asses the compliance status of the Zone HSE in operating the HSE systems, handling HSE related emergencies and Incidents effectively and efficiently and support in QHSE department's compliance with all applicable laws, regulations, and standards.
MAIN DUTIES AND RESPONSIBILITIES
1. Framework: Contribute to the development & implementation of HSE policies, standards, processes, & guidelines, in alignment with Company's strategic objectives and all applicable laws, regulations, & standards.
2. Management System: Implement QHSE framework and review investors' / service providers' HSE management systems, plans & other relevant documentations for compliance, evaluate them against Company's policies, regulations, & standards, and provide recommendations for approval/rejection to the concerned stakeholders.
3. Regulatory Compliance: Liaise with the Ministry of Municipality, Ministry of environment and Climate Change and other state authorities for QHSE related compliance requirements for further coordination with the concerned stakeholders and support in obtaining and maintaining relevant HSE licenses and permits for Company assets, as required.
4. Performance & Reporting: Monitor and regulate the Zone HSE Inspection Performance & QHSE framework implementation on all Company's managed and/or controlled zones / areas and monitor & report the performance status to the concerned stakeholders.
5. Safe Systems of Work: Supervise site control & management through adequate permit-to-work systems, HSE risk assessments, incident investigations, root cause analysis and develop mitigation strategies & plans as needed. Maintain the QHSE related legal register, stay up-to-date with any changes to HSE legislation, laws & regulations that may have an impact on Company, and take any necessary actions to ensure compliance.
6. Audits & Compliance: Perform Investors Compliance Audits (reference to the lease agreement) and
Environmental Audits (reference to the Environmental Permits and CTO requirements) and submit the reports to the Audit Team Leader for further approvals and coordination for necessary actions until closeout.
7. Stakeholder Management: Monitor & control activities of stakeholders' (investors, contractors, and external providers) reference to Company HSE Requirements as stipulated in land agreements / contracts and provide recommendations on the HSE Management best practices & solutions to achieve the highest quality of HSE leadership on corporate & zone levels.
8. Any other responsibilities assigned by the department manager, deemed necessary for the execution of the duties in the role of HSE Specialist. i.e. Conduct IMS Audits if eligible with relevant certifications
QUALIFICATIONS
Bachelor's Degree in any of the following:
Engineering (Mechanical/Chemical/Electrical/Civil) or equivalent.
Occupational Health and Safety
Environmental Science, or related field is preferred.
WORK EXPERIENCES:
Total of 07+ Experience in QHSE, Integrated Management Systems, Audits, Strategies, Business Process Improvement, Risk Management, Reporting, Field HSE Inspection
TRAININGS CERTIFICAITONS:
Affiliation to suitable professional accredited Safety and Environmental Certifications i.e.
IOSH - minimum CertIOSH, MIIRSM
BCSP, NEBOSH or Equivalent Certifications
Lead Auditor Trainings for the Management Systems Standards (i.e. ISO 9001, ISO 14001, ISO 45001)
