Job Title: HSE Officer
Project: YBP (Yas Bay Project) / Other EPC Project
Sector: Construction / EPC (Engineering, Procurement, and Construction)
Report To: Project HSE Manager
1. Job Purpose:
The HSE Officer for the YBP Project is responsible for overseeing and enforcing all health, safety, and environmental aspects on a large-scale construction site. The role is dynamic and focuses on managing the risks associated with construction activities, heavy equipment, and a large, multi-cultural workforce to ensure a safe working environment and project compliance.
2. Key Responsibilities:

  • Construction Safety Oversight: Monitor all construction activities, including civil works, structural steel erection, mechanical installation, electrical works, and piping, to ensure compliance with project HSE plan and regulations.
  • Risk Assessment & Method Statements: Review and validate Task Risk Assessments (TRA) and Method Statements (MS) for construction tasks, ensuring they are practical and effective.
  • Equipment & Machinery Safety: Inspect lifting equipment, cranes, mobile plants, scaffolding, and temporary electrical systems to ensure they are safe to use and have valid certifications.
  • Personal Protective Equipment (PPE): Enforce the mandatory use of project-specific PPE and conduct checks on its suitability and condition.
  • Waste Management & Environmental Control: Monitor waste segregation, disposal, and overall housekeeping. Ensure controls for dust, noise, and water pollution are implemented.
  • Site Induction & Access Control: Conduct comprehensive safety inductions for all new personnel and ensure that only authorized and inducted personnel are allowed on site.
  • Behavioral Safety Programs: Promote and monitor behavioral-based safety programs (e.g., STOP, Take 5) to engage the workforce in safety.
  • Daily Monitoring: Conduct frequent walks of the entire project site, focusing on high-risk areas, to observe conditions and worker behaviors, and intervene immediately to correct unsafe acts or conditions.
  • Documentation: Maintain daily HSE logs, inspection reports, and violation reports.
3. Qualifications & Experience:
  • Education: Diploma or Bachelor's degree in Engineering, HSE, or a related field.
  • Certification: NEBOSH Construction Certificate or equivalent is highly preferred. ADNOC or other major client-specific construction safety training is a plus.
  • Experience: 5+ years of HSE experience, primarily on major oil & gas, industrial, or infrastructure construction projects.
  • Knowledge: Strong understanding of construction-specific hazards (e.g., fall protection, lifting operations, excavation, scaffolding). Familiarity with EPC project lifecycle is essential.
  • Skills: Must be assertive, proactive, and able to work effectively under pressure in a fast-paced environment. Excellent interpersonal skills to manage a diverse workforce.
