About the Role

We are seeking a dedicated and experienced

HSE Officer

with a

Diploma in Environmental Science or Engineering

and a

minimum of 5 years' proven experience in the Civil/Building Construction industry

. The HSE Officer will play a vital role in ensuring compliance with safety regulations, company HSE policies, and international standards. The ideal candidate will hold a

NEBOSH certification

and possess strong leadership in promoting a culture of safety, health, and environmental awareness across all site activities.

Key Responsibilities

Monitor daily construction site activities to ensure compliance with HSE policies, procedures, and regulations. Conduct routine

safety inspections, audits, and risk assessments

. Enforce safe work practices and intervene when unsafe acts or conditions are observed. Deliver

safety inductions, toolbox talks, and awareness programs

for workforce and subcontractors. Ensure correct and consistent use of

Personal Protective Equipment (PPE)

. Investigate and prepare reports on accidents, incidents, and near-misses, including

root cause analysis

and corrective actions. Maintain comprehensive

HSE documentation, reports, permits, and records

. Actively participate in

emergency drills, preparedness programs, and incident response

. Provide expert advice to management on safety improvements and legal compliance. Liaise effectively with project teams, subcontractors, and external regulatory authorities. Ensure all construction activities comply with

local labor laws, environmental regulations, and international HSE standards

.

Qualifications & Experience

NEBOSH IGC - Mandatory

Minimum

5 years of HSE experience

in Civil / Building Construction (GCC experience preferred). Diploma or Bachelor's Degree in

Environmental Science, Engineering, or Occupational Health & Safety IS A MUST!

Solid understanding of

risk assessments, method statements, and permit-to-work systems

. Strong knowledge of

local and international HSE standards, codes, and legislations

.

Key Skills & Competencies

Excellent knowledge of

safety management systems

and compliance requirements. Strong communication and interpersonal skills with ability to influence safe practices. Calm and effective response in

emergency situations

. Highly

observant, detail-oriented, and analytical

in reporting. Proficiency in

MS Office and HSE reporting tools/software

. Ability to

train, motivate, and mentor workers

on safe practices.

Certifications (Required/Preferred)

NEBOSH IGC (Level 3 mandatory)

OSHA 30 / IOSH Managing Safely - Preferred First Aid / Fire Safety Certification - Preferred Confined Space & Working at Heights Training - Preferred

Working Conditions

Work based primarily at

construction sites

with exposure to noise, dust, and varying weather. Requires wearing full

PPE

during site operations. May involve

night shifts, overtime, and weekend work

depending on project needs.
