Key Responsibilities



Daily Compliance & Field Supervision:



Site Monitoring:

Conduct frequent and systematic daily safety tours and field observations to identify, document, and immediately correct potential hazards, unsafe conditions, and unauthorized work practices.

Direct Supervision:

Provide hands-on safety coverage and guidance for high-risk operations, including working at height (scaffolding, platforms, man-lifts), lifting operations, concrete pouring, and excavation works.

Permit-to-Work (PTW):

Verify that the Permit-to-Work system is correctly applied on the ground before the commencement of all necessary high-risk tasks, ensuring all control measures are in place.

Equipment Inspection:

Daily inspection of critical safety equipment, including personal protective equipment (PPE), fire suppression systems, lifting gear certification, and heavy machinery condition.

Training & Communication:



Toolbox Talks (TBTs):

Prepare and effectively deliver daily Toolbox Talks (TBTs) and job-specific safety briefings to workers and foremen to reinforce safety requirements before work starts.

Induction:

Assist the HSE Engineer in conducting site safety inductions for new employees and subcontractors.

Promote Culture:

Actively encourage and enforce positive safety behavior, disciplinary actions for non-compliance, and workers' participation in safety initiatives.

Documentation & Reporting:



Immediately report all site incidents, accidents, and near-misses to the HSE Engineer and assist in initial fact-finding and documentation. Maintain daily safety records, including inspection checklists, TBT attendance logs, safety observation reports, and records of equipment maintenance. Assist in the follow-up and closure of minor non-conformance reports (NCRs).

Required Qualifications & Experience



Education:

Diploma or Degree in a relevant technical field, or an accredited certificate/diploma in Occupational Health and Safety.

Mandatory Certification:

NEBOSH International General Certificate (IGC)

is essential. OSHA, IOSH, or other recognized professional safety certifications are a strong advantage.

Experience:

Minimum

3 to 5 years

of practical, hands-on experience as an HSE Officer or Supervisor, specifically within the

high-rise or heavy civil construction sector

in the

UAE/GCC

.

Local Knowledge:

Proven understanding and experience implementing safety regulations required by UAE local authorities (e.g., Dubai Municipality, Civil Defense, and master developer standards).

Skills:

Excellent verbal communication and instructional skills (must be fluent in English; knowledge of Hindi/Urdu is highly advantageous for frontline communication), strong observational skills, and the ability to work effectively under pressure on a large construction site.
