ons. The HSE Officer is responsible for on-the-ground implementation of Health, Safety, and Environmental policies and procedures at construction sites. They perform routine inspections, monitor site activities for compliance, and report hazards or unsafe conditions. The role supports the HSE Engineer and Manager by maintaining safety standards and ensuring workforce adherence to safe work practices.
Key Responsibilities:
Conduct daily site inspections and safety walkthroughs to identify unsafe conditions, potential hazards, and non-compliance with safety standards.
Enforce use of personal protective equipment (PPE), safe work practices, and adherence to permit-to-work systems across all site activities.
Monitor specific high-risk tasks such as working at heights, scaffolding erection/dismantling, electrical work, excavation, and hot work.
Report unsafe acts and conditions promptly to site supervisors and HSE Engineers, initiating immediate corrective actions where necessary.
Assist in conducting incident investigations, gathering evidence, interviewing witnesses, and documenting findings.
Facilitate site-level HSE toolbox talks, safety briefings, and induction sessions for new workers and subcontractors.
Ensure all safety signage, emergency exits, firefighting equipment, and first aid facilities are available and functional.
Maintain accurate daily records of safety inspections, hazard reports, incident logs, and training attendance.
Participate in emergency response drills and evacuation exercises as per Dubai Civil Defence requirements.
Support implementation of environmental controls on site, including waste segregation, dust control, noise reduction, and spill containment.
Liaise with subcontractor HSE personnel to ensure their compliance with company and statutory safety requirements.
Assist with preparation and submission of HSSE reports to project management and regulatory authorities as required.
Promote safety awareness and a positive safety culture among the workforce through engagement and communication.
Qualifications and Experience:
Diploma or Bachelor's degree in Safety, Environmental Science, Civil Engineering, or related field preferred.
NEBOSH International General Certificate (IGC) or equivalent safety certification is required.
Minimum 4 years of site-level HSE experience in building construction projects in Dubai or the GCC.
