Job Description

Job Summary:

The Construction Safety Officer is responsible for ensuring the implementation and enforcement of safety standards at all stages of the construction project in compliance with UAE labor laws, Dubai Municipality regulations, and other relevant local authorities. The role includes promoting a culture of safety, conducting risk assessments, and ensuring that all workers operate in a safe and compliant manner.

Key Responsibilities:

Site Safety Oversight:

Monitor all daily construction activities to ensure safety practices are being followed in accordance with UAE HSE laws and company policies.

Regulatory Compliance:

Ensure adherence to Dubai Municipality, Trakhees, EHS, and other authority safety requirements.

Toolbox Talks & Training:

Conduct daily toolbox talks and regular safety training programs for site workers, supervisors, and subcontractors.

Incident Investigation:

Respond to accidents or safety violations by investigating root causes, preparing detailed reports, and recommending corrective actions.

Permit to Work (PTW):

Oversee the issuance and closure of PTWs for high-risk activities such as hot works, working at heights, and confined space entry.

Safety Audits & Inspections:

Perform routine inspections and coordinate third-party safety audits; implement follow-up actions as required.

PPE Compliance:

Ensure all workers are equipped with appropriate personal protective equipment (PPE) and are using it correctly.

Emergency Preparedness:

Lead emergency response drills and ensure availability of first aid equipment, firefighting systems, and evacuation plans.

Documentation & Reporting:

Maintain updated records of safety inspections, incidents, training logs, and authority correspondence.

Qualifications:

Diploma or Bachelor's degree in Engineering, Occupational Safety, or a related field. Valid certification in NEBOSH IGC (mandatory), OSHA, IOSH, or equivalent. Minimum 3-5 years of safety experience in UAE construction projects. Familiarity with Dubai Municipality safety codes and UAE labor laws. Excellent written and verbal communication in English; Arabic is a plus. Strong leadership, observational, and reporting skills.
