The HSE Officer will be responsible for implementing, monitoring, and continually improving Health, Safety, and Environmental practices on-site. The role ensures full compliance with UAE safety regulations, promotes a strong safety culture, and supports site teams in maintaining a safe working environment. The candidate must be proactive, detail-oriented, and experienced in conducting inspections, delivering training, assessing risks, and managing safety documentation.
Key Responsibilities:
Safety Inspections and Audits:
Conduct daily site inspections to ensure adherence to safety protocols and identify potential hazards.
Regularly perform audits of equipment, tools, and personal protective equipment (PPE) to ensure compliance with safety regulations.
Monitor the correct use of safety signage and ensure that emergency exits and evacuation routes are always clear.
Risk Assessment and Safety Plans:
Identify potential risks and hazards in construction activities and implement effective risk control measures.
Develop, implement, and monitor job safety analysis (JSA) and risk assessments for all site activities.
Review and update safety policies and procedures regularly, in line with the latest safety standards and regulations.
Training and Awareness:
Organize and conduct regular safety training sessions, toolbox talks, and awareness programs for workers and supervisors.
Ensure all new employees and subcontractors receive induction training on the company's HSE standards and procedures.
Incident Reporting and Investigation:
Investigate accidents and near-misses to identify root causes and recommend corrective actions.
Prepare and maintain detailed records of all safety-related incidents and provide reports to management.
Ensure compliance with the UAE Occupational Health and Safety regulations in terms of incident reporting.
Compliance and Regulatory Adherence:
Ensure that the construction site is compliant with all local (UAE) and international HSE laws, regulations, and standards.
Liaise with regulatory authorities (e.g., Dubai Municipality, Civil Defense) during site inspections and audits.
Monitor environmental regulations (waste management, air quality, noise control) to ensure sustainable construction practices.
Emergency Response and Preparedness:
Ensure that appropriate emergency response procedures, such as fire drills, first-aid training, and evacuation plans, are in place and practiced regularly.
Maintain an inventory of first-aid supplies, fire-fighting equipment, and emergency kits on-site.
Safety Reporting and Documentation:
Maintain up-to-date safety documentation, including accident reports, safety audits, inspection reports, and training records.
Prepare weekly and monthly safety performance reports for management review.
Promote Safety Culture:
Foster a safety-first culture by motivating workers to adopt safe working practices and take responsibility for their own health and safety.
Promote the use of PPE and safe working conditions for all employees and subcontractors.

Qualifications & Requirements
Diploma or Bachelor's degree in Occupational Health & Safety, Environmental Science, or related field.
Minimum
3-6 years of experience
as an HSE Officer, preferably in construction.
Valid
NEBOSH IGC
, OSHA, IOSH, or equivalent HSE certifications.
Strong knowledge of UAE HSE regulations and local authority requirements (DM, DCD, etc.).
Experience in conducting JSAs, risk assessments, and safety audits.
Excellent communication, reporting, and training skills.
Ability to handle incident investigations and prepare detailed safety reports.
Proficient in MS Office and documentation management.
