Report To: HSE Manager / Site Superintendent
1. Job Purpose:
The HSE Officer for the ADNOC LNG project is responsible for ensuring that all health, safety, and environmental policies, procedures, and regulations are rigorously implemented and adhered to within the LNG plant operations and maintenance activities. The role focuses on proactive hazard identification, risk mitigation, and fostering a strong safety culture to achieve zero incidents in a high-risk environment.
2. Key Responsibilities:

  • Compliance & Procedures: Implement and monitor compliance with ADNOC LNG's Corporate HSE Procedures, Codes of Practice (COPs), and Site Instructions (SIs), as well as all relevant local and international regulations.
  • Site Inspections & Audits: Conduct daily site inspections, safety walks, and formal audits of work areas, equipment, and processes to identify potential hazards and ensure safe work practices.
  • Permit to Work (PTW): Provide oversight and verification of the PTW system, ensuring that risk assessments (JSA/TRA) are adequate, controls are in place, and isolations are correctly performed for high-risk activities like hot work, confined space entry, and working at height.
  • Incident Investigation: Lead or participate in the investigation of all incidents, near-misses, and hazardous conditions to determine root causes and ensure effective corrective and preventive actions are implemented.
  • HSE Meetings & Training: Organize and participate in toolbox talks, safety committee meetings, and pre-start meetings. Deliver HSE inductions and specific safety awareness training to the workforce.
  • Emergency Preparedness: Assist in developing and testing site-specific emergency response plans. Act as a key responder or coordinator during emergency drills and actual incidents.
  • Reporting: Maintain accurate HSE records and generate daily/weekly/monthly HSE performance reports for management, highlighting trends, concerns, and achievements.
  • Contractor HSE Management: Monitor contractor activities to ensure their HSE plans and performance align with ADNOC LNG's stringent requirements.
3. Qualifications & Experience:
  • Education: Bachelor's degree in Engineering, Occupational Health & Safety, or a related scientific field.
  • Certification: Recognized HSE certification (e.g., NEBOSH IGC, IOSH Managing Safely) is mandatory. ADNOC-approved HSE training certificates are a significant advantage.
  • Experience: Minimum of 5-8 years of direct HSE experience, with a substantial portion spent within oil & gas processing facilities, preferably LNG plants or petrochemical complexes.
  • Knowledge: In-depth knowledge of international standards (ISO 45001, ISO 14001) and best practices for process safety management (PSM), hazardous area classification, and gas detection.
  • Skills: Excellent communication, observation, and reporting skills. Proficient in MS Office.
