Job Description

1. Daily Site Inspection and Hazard Control

The most crucial daily duty is to be visible and proactive on the worksite.

Continuous Site Walkthroughs:

Regularly inspect all work areas (e.g., scaffolding, excavations, workshops, storage yards) to identify and correct

unsafe conditions

(e.g., poor housekeeping, tripping hazards, inadequate barricades) and

unsafe acts

(e.g., working without a harness, improper lifting).

Permit-to-Work (PTW) System:

Verify that all high-risk tasks (e.g., hot work, confined space entry, working at height) have valid, correctly filled-out

Permits-to-Work

and that all required precautions (gas testing, fire watch, rescue plan) are in place before work starts.

Equipment Checks:

Inspect the condition and certification of tools, equipment, and machinery, including lifting gear, ladders, scaffolding, and fire extinguishers.
2. Training and Communication

The HSE Officer is the primary safety educator for the site workforce.

Safety Induction/Orientation:

Conduct mandatory safety briefings for all new workers arriving on site.

Daily Toolbox Talks (TBTs):

Deliver short, focused safety meetings (tailgate talks) to workers before the start of their shift, covering the day's specific tasks, associated hazards, and required control measures.

Competency Check:

Verify that workers performing specialized tasks (e.g., riggers, scaffolders, heavy equipment operators) have the necessary training certifications and competencies.
3. Compliance and Policy Management

Regulatory Compliance:

Ensure all fleet operations, vehicles, and drivers comply with local, national, and international

Health, Safety, and Environmental (HSE) laws and regulations

(e.g., OSHA, DOT, FMCSA, and specific hazardous materials regulations).

Policy Development:

Develop, implement, and regularly review the company's

Fleet Safety Policy

and HSE Management System, including safe work procedures and environmental protection protocols.

Documentation:

Maintain accurate and up-to-date HSE documentation, including safety data sheets, permits, licenses, inspection records, training records, and accident/incident reports for audit purposes. Maintain and manage all site-level safety records, including completed risk assessments, method statements, inspection checklists, training attendance sheets, and incident reports.

Emergency Readiness:

Check the readiness of emergency response equipment, ensure first aid kits are stocked, and verify that emergency routes and assembly points are clear.
4. Risk Assessment and Auditing

Hazard Identification & Risk Assessment:

Conduct systematic

risk assessments

for all fleet-related activities, including vehicle maintenance, loading/unloading, routing, and driver activities, and implement control measures to mitigate identified risks.

Vehicle & Site Inspections:

Perform

regular safety audits and inspections

of vehicles, workshops, terminals, and loading areas. This includes checking the condition of vehicles, safety equipment (e.g., fire extinguishers, first aid kits, seatbelts), and the proper use of

Personal Protective Equipment (PPE)

by personnel.

Behavioral Safety:

Implement and monitor

Behavior-Based Safety (BBS)

programs to promote safe driving and working habits among all employees.
5. Incident and Emergency Response

Incident Response:

Respond immediately to all accidents, injuries, and near-misses. Secure the scene, ensure first aid is provided, and contact emergency services or management as required.

Investigation:

Conduct preliminary investigations into all incidents to determine the

root cause

and document findings (witness statements, photos, scene assessment).

Reporting:

Prepare and submit detailed daily, weekly, and monthly safety reports and statistics to the Project Manager and HSE Department.

Incident Investigation:

Lead or participate in the

investigation of all accidents, incidents, and near misses

involving the fleet and personnel. Determine root causes and recommend corrective and preventative actions to avoid recurrence.

Reporting:

Promptly report serious incidents to management and relevant regulatory bodies as required by law.

Emergency Preparedness:

Develop, implement, and coordinate

emergency response plans

for vehicle accidents, chemical spills (especially if transporting hazardous materials), fire, and natural disasters. Conduct regular

emergency drills

(e.g., evacuation drills).
6. Driver and Personnel Training

Training Programs:

Develop and deliver mandatory HSE training programs for all new and existing drivers and support staff. This includes

driver safety training

(e.g., defensive driving, fatigue management), hazard communication, and emergency procedures.

New Hire Safety:

Conduct

safety induction

for all new personnel before they begin work.

Competency Management:

Ensure drivers and maintenance staff are properly licensed, certified, and competent for the specific vehicles and tasks they perform (e.g., hazardous material endorsement, heavy lifting equipment operation).
7. Environmental Management

Waste Management:

Oversee the proper handling, storage, and disposal of all hazardous and non-hazardous waste generated by the fleet (e.g., used oils, fluids, tires, batteries) in compliance with environmental regulations.

Emissions and Efficiency:

Monitor vehicle emissions and work with the maintenance team to ensure the fleet meets environmental standards, potentially supporting initiatives for fuel efficiency or alternative fuel adoption.
8. Tools and Technologies

Telematics Systems (GPS/ELDs):

Analyzing data related to driver behavior (speeding, hard braking, fatigue/Hours of Service compliance) to identify high-risk drivers for coaching and training.

Dash Cams:

Reviewing footage from in-cab and outward-facing cameras to assess accident causation and verify safe driving practices.

Pay: AED4,000.00 per month
