Monitor health and safety, assess risk, and design strategies to reduce potential hazards within a project site; while ensuring that environmental concerns are addressed
2. Key Roles & Responsibilities
Support the HSE Manager in the planning, coordination and implementation of effective HSE policies, guidelines and procedures to ensure that departmental objectives are met
Provide support to Project Management team in all aspects of safety, occupational health, safety and environmental issues
Ensure HSE compliance at site and perform regular HSE inspections on site activities
Attend planning related discussions and client meetings as required on HSE related matters
Provide support to the Site team on the implementation of Company-wide HSE initiatives (e.g. ISO 9001, ISO 14001, and ISO 45001 standard requirements)
Assist with the development of HSE guidelines that comply with Company policies and procedures as well as Client / Regulatory requirements
Ensure the delivery of HSE trainings, tool box meetings, and emergency drills for sites
Investigate and complete the close out actions for all Accident Investigation Reports including those prepared and submitted as part of Lessons Learnt to avoid recurrence
Manage the Safety Statistic reporting
Track and provide regular HSE performance reports to Project Manager and HSE Manager
Assist in the development of project specific HSE procedures
Conduct HSE trainings and orientation to all new employees
Monitor the project site for HSE compliance related to the Company policies and safety standards
Assist in ad-hoc HSE tasks/projects as required
Report to HSE Manager and Project Manager for all Safety issues in project and help the implementation of Project HSE Plan (verify and report for PTW system)
Provide advice on Health and Safety needs of the work site
Advise the risk assessment team to identify risks and set-up preventive measures
Develop a Safe System of Work and "Permit to Work" procedures
Conduct daily inspection to monitor works, sites, and company facilities against documented Safe Systems of Work, PTW procedures, Regulations and Standards
Conduct Job Specific Training on Health and Safety, Site Induction, First-aid and relevant drills
Assist the investigation team to investigate all accidents, near-miss incidents, and dangerous occurrences in his area and submit a detailed report
Maintain records of all Accidents, Near Miss Incidents, Dangerous Occurrences
Monitor the safety performance of the projects / site
Ensure that Risk assessments, Method statements, Safe system of work are discussed with key personnel
Maintain documentation and record keeping of all health and safety activities
Attend operational and safety meetings (site and combined) and raise Safety issues
Issue Non-Conformance Reports and Safety Violation Slip where applicable in accordance with the Site HSE Plan
File the records related to HSE Plan, reports, induction records, Risk Assessments, Tool box talks, Statistic reports and Photos of any incidents, near misses, etc.
Any other duties assigned by HSE Manager
3. Experience / Education / Training
Engineering Degree or equivalent
5+ years work experience in HSE implementation
Previous experience in Ground Engineering preferred
Preferred NEBOSH Diploma, NEBOSH IGC and IOSH
Driver's License
