To ensure compliance with all applicable health, safety, and environmental regulations as per UAE laws and client requirements. The HSE Officer is responsible for implementing and maintaining HSE standards, conducting risk assessments, and promoting a safety-first culture across all project or facility operations.
Key Responsibilities:

Compliance & Regulation
Ensure adherence to UAE HSE regulations (OSHAD, Dubai Municipality, Trakhees, Civil Defense, etc.).
Maintain compliance with ISO 14001, ISO 45001, and relevant international standards.
Prepare documentation and coordinate with government authorities for inspections and audits.

Monitoring & Inspections
Conduct regular site inspections, audits, and risk assessments.
Identify unsafe acts/conditions and recommend corrective actions.
Ensure proper use of PPE and safety gear.
3.
Training & Awareness
Conduct HSE inductions for new employees and subcontractors.
Organize toolbox talks, safety drills, and awareness campaigns.
Monitor HSE training records and ensure certifications are up to date.
4.
Incident & Emergency Management
Respond to incidents and near misses; lead initial investigations.
Prepare incident/accident reports and recommend preventive measures.
Assist in emergency response planning and drills.
5.
Documentation & Reporting
Maintain safety logs, inspection reports, risk assessments, and permits.
Prepare daily, weekly, and monthly HSE reports for management.
Track and monitor HSE KPIs.
Key Skills & Competencies:
Strong knowledge of UAE HSE legislation and regulatory frameworks.
Effective communication and interpersonal skills.
Proficient in Microsoft Office and report writing.
Ability to handle emergencies and conduct investigations.
Qualifications & Experience:
Bachelor's degree or diploma in Engineering or related field.
NEBOSH IGC (mandatory); IOSH, OSHA, or equivalent certifications (preferred).
Minimum 3-5 years of HSE experience, preferably in construction, oil & gas, or facility management.
UAE experience is highly preferred.
Other Requirements:
Valid UAE driving license (if fieldwork is required).
Multilingual abilities (e.g., English, Hindi, Arabic) are a plus.
Must be physically fit and capable of working in a site environment.
