Job Title Hse Officer

Description

To report to the HSE Manager as per the reporting protocol
To guide, direct and supervise the subordinates to ensure they work to their best potential and contribute effectively as a team and works in line with HSE Policy, and ensure awareness and compliance of HSE rules and regulations.
To provides technical HSE support and gives work direction to less experienced people and ensure each employee has received the necessary and most appropriate HSE trainings and records are maintained.
To make regular visits to site for meetings / inspections and to make sure all HSE expectations and HSE culture are implemented at project site.
To review the Sub-contractor HSE documents (HSE Plan, Emergency Response Plan, PTW, Risk Assessments, Accident Investigation/reporting protocol, Heat stress etc) and ensure all HSE documents are aligned with the Contract, Client and local HSE statutory requirements.
To review the Sub-contractor's HSE personnel CVs followed by conducting interviews (as per Client requirement).
To ensure Sub-contractor's safety staffs are adequate as per the contract, client and local HSE statutory requirements
To prepare the weekly, monthly HSE reports as per the project, client and compaby requirements and send to all concerned.
To ensure that all safety & fire detection, prevention and fighting equipment/systems are always installed and maintained in a good working condition.
To conduct & Participate in Internal / External ISO 14001 Environmental Audits, ISO 45001 Audits and company's OSHAD Audits and their action plans and update continuously.
To prepare and conduct HSE campaigns on quarterly bases on different scenarios.
To undertake the lead role in all accident investigations & emergency cases and ensure that a written investigation report is prepared for all reportable accidents/emergencies and circulated to all concerns.
To prepare and present (explain) the monthly and quarterly HSE review reports in the meeting
To ensure that all site-based employees adhere to the company, client & legal HSE requirements, procedures and safe working practices.
To attend progress meetings with Client/Contractor and ensure that all HSE related matters are discussed and monitored accordingly.
To provide advice to the Project team on any health, safety and environmental issues highlighted by Main Contractor.
To develop and deliver in house training courses on health, safety, and environmental topics.
To ensure that HSE Induction program in developed and delivered on various safety topics & ensure that all staff/workers receive an induction prior to starting the works.
To develop site specific HSE plan and procedures and brief the site management on their responsibilities.. Audit against these documents regularly and report any non-compliances to the HSE Manager and Project Manager.
To advice on the requirements for site welfare and carry out regular inspections of the facilities, along with reporting of any concerns to the HSE Manager.
To perform duties professionally at all times and ensure that the advices he gives to consultant, client and contractors are to the best of his ability
Qualities & skills required Essential Qualifications:
A bachelor's degree in safety, health, environmental, technical, scientific, or related engineering field from an accredited university with significant experience in the Construction industry
NEBOSH, IOSH, ISO 45001 & ISO 14001 certificates
Knowledgeable in Estidama Compliance for Environmental Sustainability
Knowledgeable in the establishment, documentation and implementation of HSE Management systems
OR
Internationally recognized Diploma (NEBOSH, IIRSM, British Safety Council, NVQ level 5, ILM)
Experience:
3-5 years (proof of experience, Certificates/Letters require to be submitted).
Knowledge of local and international HSE standards, COPs & Regulations

Proficient using complete Microsoft Suite (Word, Excel, etc.) and PC skills
Strong written and verbal communication skills.
Have excellent client facing, presentation, project management and organizational skills
Desirable:
Credentials such as Grad IOSH, SARS, OSHAD etc.,
Ability to audit and maintain programs under the current ISO 14001 and ISO 45001 standards
Ability to initiate change and maintain a world class safety culture
