We are seeking an exceptionally experienced and strategic HSE Manager with a minimum of 12 years of dedicated HSE leadership within the high-risk oil and gas sector. The ideal candidate will be responsible for developing, implementing, and overseeing comprehensive HSE management systems that ensure full compliance with international standards, corporate policies, and stringent regulatory requirements. You will provide authoritative guidance, drive a pervasive safety culture, and protect personnel, assets, and the environment across all operations.
Key Responsibilities1. Strategic Leadership & System Management
Develop, implement, and maintain the company's Integrated HSE Management System (HSEMS) aligned with ISO 45001, ISO 14001, and API/OGP standards.
Set the strategic HSE direction, objectives, and key performance indicators (KPIs) for the organization or major project.
Lead the HSE budgeting, planning, and resource allocation.
Report directly to senior management and the Board on HSE performance, major risks, and improvement strategies.
2. Compliance & Risk Management
Serve as the primary authority on compliance with local and international regulations (QatarEnergy, ADNOC, Shell DEPs, OSHA, etc.).
Conduct and oversee complex risk assessments, including HAZID, HAZOP, SIMOPS, and Bow-Tie analysis.
Manage the permit-to-work (PTW) system and critical task risk assessments for high-risk activities.
Ensure full compliance with process safety management (PSM) and safety case requirements for offshore/major hazard facilities.
Lead or oversee the investigation of all high-potential incidents, major accidents, and fatalities using advanced techniques (e.g., Tripod Beta, ICAM).
Analyze HSE performance data to identify trends and implement proactive corrective and preventive actions.
Manage the HSE reporting system and ensure accurate, timely submission of reports to regulators and joint venture partners.
4. Assurance, Audit & Continuous Improvement
Plan and lead internal and external HSE audits and assurance activities.
Prepare for and manage client and regulatory body inspections (e.g., Ministry of Labour, Supreme Council for Environment).
Drive continuous improvement initiatives through benchmarking, best practice implementation, and innovative safety solutions.
5. Culture, Training & Competency
Champion and foster an industry-leading "Goal Zero" safety culture.
Develop and deliver high-level HSE training programs and ensure competency assurance for critical roles.
Mentor and develop a team of HSE Advisors, Officers, and Coordinators.
Lead safety leadership engagements with senior management and frontline supervisors.
Develop and maintain comprehensive emergency response plans and ensure readiness through regular drills.
Oversee environmental impact assessments (EIA), monitoring, and management of spills, emissions, and waste.
Manage stakeholder communication on HSE matters, including community and regulatory liaison.
Qualifications & RequirementsMandatory:
Bachelor's degree in Engineering, Occupational Health & Safety, Environmental Science, or a related field.
A Master's degree is highly preferred.
Minimum of 12 years of progressive HSE experience
, with at least
8 years in a managerial or senior advisory role
within the
oil and gas industry
(E&P, Drilling, LNG, Refining, or Petrochemicals).
NEBOSH International Diploma in Occupational Health and Safety
or equivalent (e.g., NVQ Level 6).
Certified Lead Auditor
for ISO 45001 and ISO 14001.
In-depth, hands-on experience with:
Offshore & onshore drilling/completion operations.
Major project construction and commissioning (FEED, EPC).
Process Safety and Technical Safety engineering principles.
Contractor HSE management in a high-risk environment.
Preferred:
Chartered Status
with IOSH (CMIOSH) or equivalent international professional body.
Extensive experience working in Qatar, UAE, KSA, or Oman, with proven knowledge of local regulations (Qatar Energy, ADNOC, Saudi Aramco standards).
Experience in managing HSE for
mega-projects
(>$1B USD).
Technical & Leadership Skills:
Expertise:
Profound knowledge of oil and gas hazards, controls, and industry best practices (e.g., S. Shell HSE Case, Chevron OE).
Leadership:
Proven ability to lead, influence, and hold all levels of the organization accountable for HSE.
Crisis Management:
Experienced in emergency command center operations and crisis communication.
Data Analysis:
Proficient in using HSE software for data analysis, reporting, and dashboarding.
Communication:
Exceptional communication, presentation, and stakeholder management skills.
Working Conditions
Primary Location:
Corporate office with frequent and extended visits to operational sites (offshore platforms, desert camps, refineries).
Schedule:
Typically a regular work week, but must be available 24/7 for emergency response. Significant travel (up to 50%) to various sites may be required.
