Job Title HSE Manager

Job Purpose

HSE Manager is responsible to developing, implementing, and managing purpose-directed occupational Health, Safety & Environmental (HSE) programs designed to minimize the frequency and severity of clients, employees and associate accidents, while complying with applicable regulatory requirements. This role oversee the HSE) function to create and sustain a productive work culture and safe work environment in order to avoid and minimize HSE related issues.

Strategic Contribution - Develops, implements and manages HSE (Health, Safety and Environmental) programs and initiatives to meet regulatory requirements and HSE needs of a client account(s). Evaluates new and existing programs to assess suitability and the need for changes. - Monitors health and safety and environmental regulatory compliance within VI. Timely communicates all findings, concerns and deficiencies to the responsible management team and ensures that issues, concerns and deficiencies are corrected. Develops and implements strategic solutions that will support management's efforts to improve and maintain compliance as required. - Coordinate the development and use of Job Hazard Analysis (JHA) in order to standardize a Best Method safety process and ensure technical application is applied to all departments. Responsible for the oversight and management of occupational safety policies and procedures. Create strategies for continuous program and awareness improvements in order to reduce injury trends and related claim expense. Work closely with O&M teams and adopt a process of "safety by environmental design" for all new BHS and renewal projects. Accept responsibility for assigned projects and bring them to effective and successful completion. - Designs and implements HSE management system(s) including HSE control procedures and HSE strategies/practices across all departments. - Establishes and maintains an HSE audit and monitoring system in order to assess all potential risk - recommends subsequent actions from these assessments. - Identify training needs and preparing training modules and conducting the HSE training on a regular basis - Developing and implementing Emergency preparedness and response plan - Join actively the monthly global HSE Update meetings, (participate in workgroup within the HSE Forum) - Contractor management: hazard & risk identification, monitoring of performance - Prepare and perform a Management Review Meeting (RMR) together with the top management

Leadership: - Manages the planning, organization, and controls for a major functional area or department. Approves subordinate's recommendations for staff recruitment, selection, promotion, advancement, corrective action and termination. Effectively recommends same for direct reports to next level management for review and approval. Monitors appropriate staffing levels and reports on utilization and deployment of human resources. Leads and supports staff in areas of staffing, selection, training, development, coaching, mentoring, measuring, appraising and rewarding performance and retention. Leads by example and models behaviors that are consistent with the VI's values.

Budgeting and Financial Performance - Guide the development and monitoring of the occupational Health, Safety & Environmental (HSE) department business plans and annual budget, in line with the company objectives. - Control expenditure against approved budget on a regular basis and investigate and reconcile any significant variances to ensure effective cost control.

Reporting and Analytics: - Prepare reporting and comprehensive analysis of selected weekly, monthly, quarterly, and annual HSE information that is relevant and timely. Information to be formatted and presented in a manner that simple and understandable for departments and executive team to aid in their decision making and ability to share the information with their teams. Included in this work is the forecasting, budgeting, and actual to goal performance data from the enterprise level to department and executive team. - Maintain accident statistics, analyze trends and propose and take remedial action where necessary.

Continuous Improvement - Contribute to the identification of opportunities for continuous improvement of the occupational Health, Safety & Environmental (HSE) department systems, processes, and practices considering international best practices, improvement of business processes and cost optimization.

Education - Bachelor's Degree in engineering, Sciences or any other relevant field - Accredited NEBOSH / OSHO or related EHS Qualifications - ISO 45001-2018 Lead auditor.

Experience, Skills & Competencies - 10-15 years related experience ideally, in similar type organization. - Minimum 7 years HSE Management experience - Proficient in Audit Tools & Microsoft office applications - The ability to demonstrate the application of risk assessment to company operations and activities. - Experience in preparing and developing high-level H&S management reporting, presentation, and graphs analysis - Ability to carry out an incident investigation and root cause analysis. - Knowledge of and ability to use management concepts and principles including goal setting, planning and execution. - Ability to prepare and review trend analysis of H&S leading and lagging indicators and recommendations on H&S best practices and mitigations - Advanced knowledge of H&S software applications, creating spreadsheets with mathematical functions, maintaining databases, and enhancing presentation reports. - Good physical condition - Arabic language required (working knowledge) - English language required (advanced) - Team building and effective people management - Strong analytical skills - Ability to exercise good judgement
