HSE Manager / Engineer
Location: Dubai, UAE
Department: Health, Safety & Environment (HSE)
Reports To: Project Director / Corporate HSE Director
Job Purpose:
To develop, implement, and oversee the project's Health, Safety, and Environmental management system. The role is responsible for creating a culture of safety, ensuring 100% compliance with local (Dubai Civil Defence, DM) and international HSE regulations, and preventing all incidents, injuries, and environmental damage.
Key Responsibilities:

• Develop and maintain the Project HSE Plan, risk assessments, method statements, and emergency procedures.
• Conduct daily site inspections, audits, and hazard hunts to identify unsafe acts/conditions and ensure corrective actions are implemented.
• Lead all incident investigations (near-misses, accidents), root cause analysis, and reporting.
• Organize and deliver HSE inductions, toolbox talks, and specialized training for all project personnel.
• Monitor compliance of all subcontractors with project HSE requirements.
• Maintain all HSE records, statistics, and documentation as per regulatory and company standards.
• Liaise with Dubai Civil Defence, DM, and other regulatory authorities for inspections and permits.
• Promote safety awareness campaigns and initiatives to foster a proactive safety culture.
• Manage the environmental management plan, focusing on waste management, pollution control, and sustainability targets.

Qualifications & Experience:

• NEBOSH International General Certificate or Diploma as a minimum. IOSH or OSHA certifications are advantageous.
• Bachelor's degree in Engineering, Occupational Health & Safety, or related field.
• Minimum of 10 years of HSE experience in the construction industry, with at least 5 years in a managerial role in the UAE/GCC.
• Thorough knowledge of UAE/Dubai HSE regulations and best practices (e.g., CoPS, ISO 45001, ISO 14001).
• Certified Scaffolding, Working at Height, or Lifting Equipment Inspector credentials are a plus.
• Excellent communication, training, and influencing skills. Must be assertive and proactive.
