Job Summary

We are seeking a highly experienced

HSE Manager

to lead, implement, and monitor Health, Safety, and Environmental systems for our construction projects in

Dubai (JVC)

. The ideal candidate must have

strong hands-on experience with Trakhees (PCFC) requirements

, Dubai regulations, and high-rise residential construction projects and

Safety Advisor Registration Scheme (SARS)

certification is mandatory.

The HSE Manager will be responsible for ensuring full compliance with

Trakhees, Dubai Municipality, Civil Defence, and project-specific HSE standards

, while fostering a strong safety culture across all site activities.

Key Responsibilities HSE Management & Compliance

Develop, implement, and maintain the

Project HSE Plan

in accordance with

Trakhees (PCFC) Regulations

, UAE laws, and international standards. Ensure

100% compliance

with Trakhees inspection requirements, audits, and reporting systems. Liaise directly with

Trakhees inspectors, consultants, and clients

during audits, inspections, and approvals. Ensure compliance with

Dubai Municipality, Dubai Civil Defence, and relevant authorities

.
Site Safety Operations

Monitor daily construction activities to ensure safe work practices across all disciplines (civil, structural, MEP, finishing). Conduct

risk assessments, job hazard analyses (JHA), and method statement reviews

. Review and approve

HSE Method Statements, Risk Assessments, and Permit to Work systems

. Ensure proper implementation of

LOTO, working at height, lifting operations, excavation, confined space, and hot works

controls.
Training & Awareness

Plan and conduct

HSE inductions, toolbox talks, safety training, and emergency drills

. Ensure all site staff and subcontractors are properly trained and certified as per Trakhees and project requirements. Promote a proactive

safety culture

and behavioral safety programs.
Incident Management & Reporting

Lead

incident investigations

, root cause analysis, and corrective/preventive actions. Prepare and submit

HSE reports, statistics, and KPI dashboards

to management and authorities. Ensure timely reporting of incidents, near misses, and unsafe conditions.
Subcontractor & Environmental Control

Monitor subcontractor HSE compliance and enforce corrective actions when required. Ensure implementation of

environmental controls

(waste management, dust control, noise, water discharge). Manage emergency response plans and site evacuation procedures.
Requirements & QualificationsMandatory Requirements

Bachelor's Degree in Engineering, Safety, or related discipline.

Minimum 15 years of HSE experience

in construction projects in the UAE.

Proven experience with Trakhees (PCFC) regulations and approvals

- mandatory. Strong experience in

high-rise residential or mixed-use projects

. Excellent knowledge of

UAE HSE laws, Dubai regulations, and international standards

.
Certifications (Required / Preferred)

Safety Advisor Registration Scheme (SARS)

certification is mandatory NEBOSH IGC (Mandatory) OSHA / IOSH (Preferred) Trakhees approved or experienced (Highly preferred) First Aid, Fire Safety, and Emergency Response certifications
Skills & Competencies

Strong leadership and site enforcement skills Excellent communication and reporting abilities Ability to deal confidently with authorities and consultants Strong analytical and problem-solving skills Proficient in MS Office and HSE reporting tools
