To ensure the implementation and continuous improvement of Health, Safety, and Environmental (HSE) systems and policies across all construction projects in compliance with UAE regulations and international best practices. The HSE Manager is responsible for creating a safe workplace, minimizing risks, and ensuring environmental sustainability.
Key Responsibilities:
HSE Strategy & Implementation
Develop and implement HSE policies, procedures, and systems aligned with UAE laws and company standards.
Monitor compliance with regulatory requirements, such as those from
MOHRE, ADNOC, Civil Defense,
and
OSHA
standards.
Lead risk assessments and hazard identification processes across construction sites.
Inspections & Audits
Conduct regular site inspections, safety audits, and drills.
Ensure corrective actions are taken promptly for any non-compliance or safety violations.
Prepare reports on HSE performance and incidents for management.
Incident Management
Lead investigations for accidents, incidents, and near-misses.
Identify root causes and ensure preventive measures are implemented.
Maintain incident and accident records in compliance with legal requirements.
Training & Awareness
Organize and conduct safety induction and training programs for all employees, contractors, and visitors.
Promote a strong safety culture through awareness campaigns and toolbox talks.
Team Leadership
Supervise site safety officers and coordinate with subcontractors on HSE issues.
Ensure proper PPE usage and availability on all construction sites.
Documentation & Reporting
Maintain HSE records, documentation, and reports.
Submit reports to clients, authorities, and internal stakeholders as required.
Prepare documentation for external audits or certifications (ISO 45001, ISO 14001).
Emergency Preparedness
Develop and implement emergency response plans and evacuation procedures.
Coordinate with local emergency services and ensure all staff are trained on emergency procedures.
Qualifications & Experience:
Bachelor's degree in Engineering, Environmental Science, or related field.
Certified NEBOSH IGC / IOSH / OSHA or equivalent.
Minimum 7-10 years of HSE experience in the UAE construction industry.
Knowledge of UAE HSE legal requirements and local authority procedures.

Ability to work under pressure and in a fast-paced environment.
Proficiency in MS Office and HSE management systems.
