Develop and implement HSE policies, procedures, and guidelines in line with UAE laws (e.g., OSHAD, Dubai Municipality, Trakhees). Lead and manage site safety officers and HSE personnel across multiple construction projects. Conduct regular site inspections, risk assessments, and safety audits to ensure adherence to safety standards. Identify potential hazards, assess risks, and implement appropriate mitigation measures. Develop and conduct HSE training programs and toolbox talks for workers and staff. Investigate incidents, accidents, and near-misses; prepare detailed reports with root cause analysis and corrective/preventive actions. Maintain updated records of inspections, training, accidents, and HSE performance metrics. Ensure compliance with client HSE requirements and participate in external audits or inspections. Promote a strong safety culture by leading safety campaigns, awareness programs, and employee engagement initiatives. Interface with government bodies (e.g., MOHRE, Civil Defence) and ensure regulatory compliance. Review and approve Method Statements and Risk Assessments submitted by subcontractors. Prepare HSE performance reports for internal and client presentations.

Qualifications & Experience:

Bachelor's degree in Engineering, Environmental Science, Occupational Health & Safety, or a related field. NEBOSH IGC or equivalent mandatory; additional certifications (e.g., IOSH, OSHA, ISO 45001, ISO 14001 lead auditor) preferred. Minimum 8-10 years of experience in HSE management, with at least 5 years in the UAE construction industry. Strong knowledge of UAE safety regulations and standards. Experience working with major contractors or on large-scale infrastructure/building projects. Proficiency in incident investigation, risk assessment techniques, and emergency response planning.
