HSE Compliance:
Ensure full compliance with local and international
HSE regulations
(OSHA, ISO, UAE regulations) across all project operations.
Develop and implement
HSE policies

procedures
, ensuring they align with local regulations and industry best practices.
Conduct regular
HSE monitoring and inspections
at work sites to ensure that safety policies and procedures are adhered to.
Documentation & Reporting:
Develop, maintain, and review
HSE documentation
, including safety protocols, procedures, policies, and risk assessments.
Prepare and maintain comprehensive
HSE reports
on incident investigations, audits, inspections, and site-specific risk assessments.
Document and track
HSE training records
and ensure
compliance
with safety certifications for all employees, contractors, and subcontractors.
Risk Management:
Conduct thorough
site-specific risk assessments
, hazard analyses, and implement corrective measures to mitigate safety risks.
Proactively identify potential safety hazards, ensuring safe working practices and conditions are being followed across sites.
Support in the development of
risk mitigation strategies
for high-risk activities in both
construction
and
oil & gas
projects.
Training & Awareness:
Lead and conduct
HSE training
and
safety awareness sessions
for all staff, contractors, and subcontractors to promote a safety-first culture.
Provide guidance on proper
PPE usage
, emergency response procedures, and safe working practices to all personnel.
Incident Management:
Investigate and document findings from any
incidents

accidents
, or
near-misses
, ensuring appropriate
corrective actions
are implemented.
Ensure that incident reports are submitted on time, tracked, and analyzed to drive improvements in safety protocols.
Site Inspections & Audits:
Perform routine
site inspections
and
HSE audits
to monitor and ensure compliance with health, safety, and environmental regulations.
Report audit findings to senior management and assist in developing
corrective action plans
where necessary.
Continuous Improvement:
Advise and collaborate with senior management to continuously improve
HSE practices
and achieve a
zero-accident culture

Regularly review safety performance and propose measures to improve safety and operational efficiency across all project sites.
Qualifications & Requirements:
Education:
Diploma or Degree in Civil Engineering
(required).
NEBOSH IGC Level 3 Certification
in
Occupational Health and Safety
(mandatory).
Experience:
1-3 years of experience
in
HSE management
within the
Oil & Gas
or
Construction
industries.
Proven experience in implementing and maintaining HSE policies, conducting risk assessments, and handling incident investigations.
Skills & Competencies:
In-depth knowledge of
HSE regulations
and industry standards in construction and high-risk environments.
Strong understanding of
risk management
principles and ability to perform site-specific
safety audits
and inspections.
Proficiency in preparing and maintaining
HSE documentation
, reports, and compliance records.
Strong proficiency in
Microsoft Office

Excellent
