HSE Engineer

Job Purpose:

The HSE Engineer is responsible for implementing, monitoring, and maintaining health, safety, and environmental standards at the mid-rise building project site. The role ensures compliance with UAE regulations, international best practices, and company HSE policies to promote a safe and accident-free workplace.

Key Responsibilities:

Develop, implement, and maintain the project-specific HSE Plan, Risk Assessments, and Method Statements (RAMS). Ensure compliance with UAE federal and local authority regulations (OSHA, Civil Defense, DM, Trakhees, etc.) and company HSE policies. Conduct daily site inspections and audits to identify hazards, unsafe acts/conditions, and ensure corrective actions are implemented. Monitor and enforce the use of PPE, safe work practices, and adherence to permit-to-work systems. Prepare and deliver HSE induction, toolbox talks, and training sessions to workers and staff. Investigate accidents, incidents, and near misses; prepare reports with root cause analysis and corrective/preventive actions. Maintain accurate records of safety observations, inspections, trainings, and incidents. Coordinate with subcontractors to ensure their HSE compliance and monitor their site activities. Support emergency preparedness, including fire drills and first aid readiness. Liaise with client representatives, consultants, and authorities on all HSE-related matters. Promote a culture of safety and continuous improvement throughout the project.

Qualifications & Requirements:

Bachelor's Degree in Engineering, Environmental Science, or related field. NEBOSH IGC certification (mandatory). Additional HSE certifications (OSHA, ISO 45001, ISO 14001) are an advantage. Minimum

5 years of HSE experience in consultancy

and

at least 7 years of overall experience in the UAE

. Strong knowledge of UAE labor law, HSE regulations, and construction safety standards. Proven ability to prepare and implement HSE documentation (plans, reports, audits). Excellent communication, leadership, and interpersonal skills. Ability to train and motivate workers from diverse backgrounds.
