Job Description

The HSE Engineer is responsible for implementing, monitoring, and maintaining Health, Safety, and Environmental (HSE) standards across construction sites to ensure compliance with Qatar laws, client requirements, and company policies. The role focuses on creating a safe working environment, minimizing risks, and promoting a strong safety culture on site.

Key Responsibilities

Implement and enforce company HSE policies, procedures, and programs at project sites. Ensure compliance with Qatar HSE regulations, client standards, and international safety practices. Conduct regular site inspections, safety audits, and risk assessments. Identify hazards and recommend corrective and preventive actions. Prepare and review Method Statements, Risk Assessments (RA), and Job Safety Analysis (JSA). Monitor and report on safety performance, incidents, and near-misses. Investigate accidents and incidents and prepare detailed reports. Conduct HSE inductions, toolbox talks, and safety training for staff and subcontractors. Ensure proper use of Personal Protective Equipment (PPE). Coordinate with project teams, subcontractors, and consultants on HSE matters. Maintain HSE records, reports, and documentation. Assist during client, consultant, and authority audits and inspections.

Qualifications & Requirements:

Bachelor's degree in Engineering (Safety, Mechanical, Civil, Electrical, Environmental) or related fields. NEBOSH IGC certification (mandatory). Additional HSE certifications (e.g., IOSH, OSHA, ISO 45001 Lead Auditor) are preferred. Minimum

5 years

of HSE experience in construction projects. Prior experience working in Qatar or GCC is highly preferred Strong knowledge of QHSE management systems and standards. Knowledge of Qatar Construction Safety Regulations and local authority requirements (Ashghal, QCS, etc.). Familiarity with Qatari and international safety regulations. Proficiency in incident investigation techniques and root cause analysis. Ability to develop and implement HSE programs.

Skills & Competencies

Strong knowledge of construction safety practices. Excellent communication and reporting skills. Ability to work independently and under pressure. Strong observational and problem-solving skills. Proficient in MS Office (Word, Excel, PowerPoint). Good command of English; Arabic is an advantage.
