The HR Operations Specialist is responsible for delivering efficient, accurate, and compliant HR operational services across the full employee life cycle in Saudi Arabia. The role focuses on managing government portals (GOSI, Muqeem, Qiwa, Mudad, etc.), overseeing onboarding and offboarding processes, and handling core HR administrative operations. This position ensures full compliance with Saudi labor law, company policies, and government regulations while supporting a positive employee experience. Key
Responsibilities Government Portals & Compliance
Manage and maintain HR-related government portals including
GOSI, Muqeem, Qiwa, Mudad
, and other regulatory platforms.
Ensure timely and accurate processing of employee records, visas, work permits, Iqama, medical insurance, and nationalization requirements.
Monitor regulatory updates and ensure ongoing compliance with Saudi labor laws.
Onboarding
Coordinate the complete onboarding process for new hires.
Collect required documentation and enter employee data into HR systems.
Complete government registrations, work permit/Iqama issuance, and medical insurance activation.
Offboarding
Manage end-to-end offboarding processes, including final settlements, exit interviews, and documentation.
Notify and update relevant government authorities.
Process system deactivations and employee record cancellations.
HR Operations & Administration
Maintain accurate employee records and personnel files.
Ensure data accuracy across HR systems and documentation.
Prepare HR reports and support operational reporting requirements.
Payroll Support
Liaise with the payroll team to ensure accurate processing of HR data impacting payroll.
Support updates related to new joiners, leavers, status changes, allowances, GOSI, and WPS.
Compliance & Audit
Ensure HR processes meet Saudi labor law, company policies, and audit standards.
Prepare documentation and support internal and external audits.
Continuous Improvement
Identify opportunities to improve HR processes and employee experience.
Support HR digitalization initiatives and data accuracy improvements.
Qualifications & Experience
Bachelor's degree in
Human Resources, Business Administration
, or a related field.
Minimum
5-7 years of experience
in HR operations or HR administration, preferably within multinational organizations.
Strong experience with
Saudi government portals
(GOSI, Muqeem, Qiwa, Mudad).
Good knowledge of
Saudi labor law
and nationalization requirements.
Proficiency in
HRMS/HRIS systems
and
Microsoft Office
.
Strong attention to detail, organizational, and time management skills.
Excellent communication and interpersonal skills in
Arabic and English
.
High level of integrity and ability to handle confidential information.
