About the Role
We are seeking a proactive and detail-oriented HR Operations Executive to join our team in Dubai. In this role, you will be the backbone of our HR function, ensuring smooth and efficient day-to-day operations. You will be responsible for managing the entire employee lifecycle--from recruitment and onboarding to payroll support and regulatory compliance--with a specific focus on the UAE labor market, including visa and PRO (Public Relations Officer) coordination.
This position is ideal for a highly organized professional with strong administrative skills, a solid understanding of HR processes, and experience navigating UAE employment regulations.
Key Responsibilities
1. Recruitment & Talent Acquisition

  • Manage end-to-end recruitment processes: posting job ads, screening resumes, scheduling interviews, and coordinating with hiring managers.
  • Conduct initial candidate screenings and interviews.
  • Manage job offer processes, including salary benchmarking and offer letter preparation.
  • Maintain a talent pipeline and candidate database.
2. Onboarding & Offboarding
  • Facilitate smooth onboarding for new hires: prepare documentation, coordinate orientation, and ensure a positive first-day experience.
  • Manage the offboarding process: exit interviews, final settlements, and cancellation of visas/work permits as required.
  • Ensure all joining formalities are completed in compliance with UAE labor law.
3. Payroll & Benefits Support
  • Assist the Finance/HR team with payroll processing by providing accurate and timely data (attendance, leaves, deductions, increments).
  • Administer employee benefits (health insurance, gratuity, leave entitlements).
  • Address employee queries related to payroll and benefits.
4. Employee Records & Data Management
  • Maintain accurate and up-to-date physical and digital employee records.
  • Ensure confidentiality and security of all HR documents.
  • Prepare HR reports and analytics as required (headcount, turnover, attendance).
  • Keep the HR Information System (HRIS) updated.
5. Visa, Immigration & PRO Coordination
  • Act as the primary point of contact for all visa, work permit, and immigration matters.
  • Liaise with PRO and government authorities (MOHRE, GDRFA, etc.) for visa processing, renewals, and cancellations.
  • Keep abreast of changes in UAE labor and immigration laws.
  • Manage medical insurance and labor card processes for employees.
6. HR Administration & Compliance
  • Prepare employment contracts, addendums, and official letters (NOCs, experience certificates, etc.).
  • Ensure company compliance with UAE labor law and internal policies.
  • Support in the implementation and communication of HR policies.
  • Assist with employee relations and grievance handling as needed.
Qualifications & Skills
Essential:
  • Bachelor's degree in Human Resources, Business Administration, or a related field.
  • Minimum of 2-3 years of proven experience in HR operations, preferably within the UAE/GCC.
  • In-depth, hands-on experience with UAE visa processing, PRO coordination, and labor law compliance is mandatory.
  • Strong knowledge of end-to-end recruitment cycles.
  • Excellent organizational and time-management skills with a keen eye for detail.
  • High proficiency in MS Office (Excel, Word, PowerPoint) and HRIS software.
  • Excellent communication and interpersonal skills in English (Arabic is a plus).
Preferred:
  • Professional HR certification (e.g., CIPD, SHRM, HRCI) is advantageous.
