Vacancy:
HR Officer - Operations
Location: Dubai
Purpose of the Role
The Senior HR Officer provides operational HR support to divisions, ensuring the effective implementation of HR policies, offering guidance to employees/managers, resolving employee relations matters, supporting talent management, and continually improving onboarding, engagement, and job descriptions to build a high-performing workforce.
Key Relationships
Internal: Administration, Hiring Managers/Dept Heads, Finance, IT, Marketing, Talent Acquisition Team
External: Survey suppliers, Consultants, Training Providers, Learning Platforms, Auditors, HRIS vendors
Key Responsibilities
Employee Relations & HR Support
Serve as the first point of contact for HR queries, policies, and guidance
Prepare HR documents (salary letters, warnings, terminations, embassy letters)
Assist in resolving conflicts, conduct investigations, support performance management, engagement, and succession planning
Conduct exit interviews and recommend improvements
Onboarding & Employee Integration
Develop and manage onboarding, induction, and buddy programs
Coordinate orientation logistics, materials, and check-ins
Lead probation review process and monitor onboarding effectiveness
Learning & Development
Manage digital learning platforms (LinkedIn Learning)
Identify training needs, coordinate internal/external training, track participation, and evaluate effectiveness
Support the annual training calendar and budget
Workforce Planning & Reporting
Track headcount, recruitment forecasting, and HR budgets
Prepare reports on headcount, attrition, training, engagement, and surveys
Support HR audits, maintain compliance, and manage HR documentation (policies, SOPs, job descriptions)
Continuous Improvement Projects
Support ATS and Talent Management System implementation
Update job descriptions and develop competency frameworks
Enhance the onboarding experience with digital tools

LinkedIn Learning: 90% active users, 2 hrs/month, 80% mandatory completion

Onboarding: 85% completed within 10 days
Probation: 90% on-time completion
Exit Interviews: ?75%
Employee Queries: 80% resolved within 2 working days
Qualifications & Experience
Bachelor's in HR, Business Admin, or related field
3-5 years total experience (3 years industry/local)
Strong HR knowledge, interpersonal, and communication skills
Proficiency in HRIS (Oracle) & MS Office
Languages: English + one major Indian language
Knowledge of UAE labor law (UAE, KSA, Qatar, Oman)
Valid driving license; able to travel in ME
