Job description:

The Heath and Safety Engineer is responsible for the compliance of the projects operation to the local regulatory standard.

Hazard Identification & Risk Assessment:Identify potential safety hazards and perform risk analyses and Recommend corrective and preventive measures.

Developing Safety Protocols: Create safety policies, procedures, and manuals.

Implement safety programs aligned with industry standards (e.g., OSHA, NEBOSH).

Site Inspections & Audits: Conduct regular inspections to ensure compliance with safety standards.Report unsafe practices or conditions and follow up on corrective actions.

Accident Investigation:Investigate incidents and near-misses to determine root causes.Recommend improvements to avoid recurrence.

Training & Awareness:Train employees on safety practices, PPE usage, and emergency procedures.Lead toolbox talks and safety meetings.

Collaboration & Communication:Coordinate with project managers, supervisors, and workers on safety matters.Communicate safety performance and updates to management.

Documentation & Reporting:Maintain safety records (incident logs, training records, inspections).Submit reports to regulatory bodies when required.

Qualifications & Skills

Educational Background: 2 Years Diploma in Safety/Civil/Mechanical/Electrical Engineering Certifications: NEBOSH or IOSH Key Skills: Analytical thinking, attention to detail, knowledge of local/international safety standards, good communication skills. UAE Driving Licence
Knowledge of Dubai Municipality (DM)Jurisdiction: Mainland Dubai

DM's Building Regulations and Codes and Process of getting construction safety permits, inspections, and completion certificates.

Trakhees (Ports, Customs & Free Zone Corporation - PCFC)Jurisdiction: JAFZA, Palm Jumeirah, Nakheel, Dubai Waterfront, etc. (Must Know)
EHS Trakhees Regulations (specific HSE Guidelines published by Trakhees).

Requirements of EHSMS (Environment, Health & Safety Management System).

Permit to Work (PTW) procedures: hot works, confined space, lifting, work at height etc.

Reporting procedures for incidents/accidents to EHS.

EHS training records and inspections coordination.

How to apply for Trakhees NOCs and Work Permits.

Dubai Development Authority (DDA)Jurisdiction: Free zones like Dubai Media City, Internet City, Design District (D3), etc. (Must Know)

DDA's HSE Guidelines and standards.

e-Permit System for safety and construction approvals.

How to prepare HSE Plan, Risk assessments and method statements (RAMS)

Emergency plans and fire safety plans.

Coordination with DDA inspectors for site audits and HSE violations.

Proper documentation for lifting plans, PPE records, and contractor safety briefings.

Dubai Civil Defence (DCD)Applies to all zones(Must Know) Fire safety regulations and codes.

Fire evacuation plans, drills, and approvals.

Fire-fighting systems (e.g., alarms, sprinklers, extinguishers).

Coordination for inspections and approvals of fire safety designs.

Additional Authorities (Must Know)

DEWA - Safety in electrical installations, trenching, water connections.

RTA - Road & traffic safety when working near roads or transport zones.

MOHRE - Labour rights, heat stress policies, welfare facilities.

Pay: AED6,000.00 - AED8,000.00 per month
