As part of its development, UIR is recruiting on its behalf a Tenders and Markets Manager

Mission 1-Management of calls for tenders:

Prepare and monitor the Provisional Purchasing Plan; Contribute to the execution of the tender schedule; Ensure that the expressions of need of the requesting services are compliant, detailed and estimated; Develop the formalization documents of a call for tenders: CPS, RC, notice of publication, commission minutes, award, etc.; Ensure compliance with the regulations in force as well as the internal procedures of the UIR; Ensure the follow-up of calls for tenders from the expression of the need until the signing of the contract; Participate in the processing of the various purchase requests received from all UIR entities; Monitor and evaluate optimization efforts at the Purchasing Branch level.

2-Contract Management:

Develop the documents formalizing a contract: contract, service order, amendment, etc.; Ensure the follow-up of statements and invoices relating to contracts; Ensure the administrative follow-up of contracts from signature to the release of contracts; Ensure the constitution of physical and digital files relating to each call for tenders and contracts; Ensure the compliance of tender and procurement files with the regulations in force and the internal procedures of the UIR; Implementation of performance indicators and reports relating to contract management.

Profile Formation: Higher education BAC +5 justifying an experience of 5 years, ideally in the management of Calls for Tenders and Contracts.
