The purpose of this position is to assist in the development of Dubai Metro and Tram security strategy and to develop appropriate security plans for their implementation and deployment to ensure all the security and contractual requirements placed upon the Keolis-MHI Dubai Metro and Tram are achieved in line with the overall strategy. The position is also required to develop internal and external KPI\'s that are in line with the overall security strategy and plans. In addition, the position is responsible for developing, monitoring and maintaining the Dubai Metro and Tram Security Risk register to ensure they reflect the up to date security risks at all times. The position will manage security staff at all levels within the department, and 3rd party security suppliers to ensure the overall security strategy and plans are achieved in a professional and pro-active way at all times.

MAIN RESPONSIBILITIES:

• Manage Security Departments staff and their activities.
• Provides input to the development and implementation of long-term security strategy for Dubai Metro and Tram.
• Develop and maintain the security departments Annual Security Plan in line with the overall strategic security plan for the Metro and Tram.
• Develop security department performance targets in conjunction with the Operations Director.
• Responsible for the development and updating of the security policies, procedures and Work Instructions (WI\'s) in line with the Metro and Tram Annual Security Plans.
• Ensure that the work within the security is risk based and delivers the objectives stated within the Annual Security Plan for Dubai Metro and Tram Systems.
• Responsible for developing the security capability and learning of the Security Department staff for the Tram and Metro.
• Recruits, coach and develop new team members into dedicated pro-active Security professionals.
• Manage training requirements of the security department to ensure staff are competent and able to carry out their duties in a professional manner at all times with the training being part of the staff continuous development program.
• Pro-actively provide guidance and advise to departmental staff as and when required in all security matters.
• Manage Metro and Tram security activities to maintain a high standard of security at all times.
• Prepare the security department security risk programme and conduct security risk assessments in accordance with the plan and manage to update the security assessment plan on a quarterly basis.
• Work with the security team to continually improve security operational efficiency and performance year on year.
• Update and maintain the incident reported crime analysis data to pro-actively assist in minimizing crime and for the best use of security resources in conjunction with Dubai Transport Police and other security organisations.
• Respond and investigate all security violations and report follow-up actions or recommendations where appropriate.
• Liaise with law enforcement agencies regarding security and criminal law violations; represent the Dubai Metro railway in court actions resulting from these violations.
• Oversee Metro and Tram 3rd party management for the Tram and Metro.
• Develop and conduct customer perception of outsourced security services.
• Represent Keolis-MHI Security Department at all external meetings and Internal meetings as and when required.
• Control and Manage the Metro and Tram Master Keys.
• Oversee the maintenance and update of the Dubai Metro and Tram ID card database for staff and external personnel.
• Manage and report departmental budgets for the Security Department to the Operations Director on a monthly basis.
• Cultivates a strong culture of customer service in the Security Department.
• Provide support for the Operations Director in security topics as and when required.
• Be Security lead on all Expo 2020 security matters including integration and event management.
• Carryout \xe2\x80\x9cSecurity-On-Call\xe2\x80\x9d duties as per the Security Department agreed Schedule.
• Ensure compliance with the Keolis-MHI Management System and all relevant business processes, procedures and work instructions to deliver all work with appropriate quality and governance standards.
• Ensure security and integrity of all data provided including reporting performance, finance and customer information; reference Keolis-MHI non-disclosure policy.
• To exercise personal duty of care for their own health, safety and welfare and for those affected by their acts or omissions; reference SMS GSOP-HSE1-6 Keolis-MHI organisational HSE responsibilities.
• Ensure compliance with all training requirements of Keolis-MHI and ensure adherence to these requirements at all times whilst in employment.
• Report any accidents, incidents, breaches or potential breaches to appropriate management or the speak up process.

KNOWLEDGE REQUIRMENT

• Relevant professional qualification such as transportation, economics or logistics or business administration.
• Thorough knowledge of international transport security best practices strategies.
• Thorough understanding of all aspects of security as it relates to railway operations.
• Ability to liaise in a professional and persuasive manner with staff at all levels in the organization and possess a high-level personal presence and credibility.
• Commercial awareness and ability to achieve performance targets based on financial growth.

EXPERIENCES

Approximately 12+ years of general security industry experience.

5 years of specific security operations and management experience within the rail or transport industry, a public utilities company, government or law enforcement agencies or a security services provider.

Experience of security operations systems, processes and associated activities such as regulations and civil liability, patrol, access and exit control, fire prevention, emergency response, operation and maintenance of security facilities and equipment.

EDUCATIONNAL QUALIFCATIONS

Bachelor\'s degree holder or equivalent in Security, Risk Management or other relates discipline
