Head of QHSE - Subject to Contract Award

The Job Opportunity
Subject to contract award, Serco Saudi Arabia (SSA) will be acting as a managing agent that is responsible for a project that will act and serve as a luxurious tourist destination. SSA's role as a managing agent and master operator will be to manage the service operators of the following transport modes:

  • Air (Private Planes & Helicopter, etc.)
  • Sea (Marine fleet & water taxis, sea freight etc.)
  • Land - Road (cycle, cars, buggy, buses etc.)
  • Land- Logistics (vans, staff buses etc.)
Key accountabilities
Represent Mobility Operator Director and client to navigate through various audits, inspections conducted by local bodies, insurance companies, bankers, investors etc.
Develop, implement and review energy efficient replacement programs.
Ongoing management of the Risk Management program.
Development of the QA program and take it through audit for subsequent award.
Direct, assist, support and advise the Mobility Operator Director ensuring the implementation of changes necessary to meet evolving service delivery standards.
Monitor the progress of accreditation and quality management systems and coordinate the standardisation of policies and procedures.
Prepare weekly, bi-weekly and monthly reports as necessary and required and attend monthly senior management meetings.
Liaise with customer representatives on an appropriate and regular basis.
Assist the Leadership team in ensuring the integrity of the intent and operation of the management reporting system, with all issues raised and addressed at the appropriate level..
Regularly meet with line managers, supervisors, coordinators, team leaders or leading hands to keep them informed of decisions affecting their areas of operation and to ensure a uniform application of Serco's policies and delivery of services.
Monitoring of procedures and policies in order to recommend improvements.
Monitor, review and, where appropriate, update property, plant and equipment to meet the changing needs of the business, within your authority limits.
Lead the development of the safety, quality and environmental management systems within the contract.
Coordinate certification processes with relevant external bodies as and when required;
Audit and inspect the operations and maintenance activities to determine the effectiveness of, and compliance with, the client's policies and management systems;
Prepare reports and statistics on the performance of the O&M Service Operators per the agreed targets and KPI's;
Provide strategic direction, planning, and managing the development and implementation of policies and procedures for the continuous improvement of quality processes, reduction of environmental health and safety liabilities associated with passengers, guests, employees, staff and the environment.
Lead in identifying process improvements, internal/external communication and awareness on QHSE issues, setting appropriate QHSE accountabilities, analyzing QHSE assessments and ensuring compliance with applicable legislation, regulations, consensus established industry standards, and company policies;
Review and interpret current and future QHSE demands in connection with business requirements and pending legislation;
Monitor performance and work flows, maximise the utilisation of resources, and identify and implement cost effective strategies to improve safety and quality of service, minimise environmental impacts and encourage sustainability;
Establish the process for accident and incident reporting and investigation.
Perform and carry out other duties as instructed / directed by the Mobility Operator Director.
Conduct quality control for work performed by Service Operators.
Identify best practice to be utilized across the client's operations portfolio.
Develop clear escalation procedure to overcome any shortfalls in service quality provided.
Investigate any shortfalls in service quality and propose/implement mitigation plans.
Technical, Financial and People Accountabilities o Manage the QHSE staff to ensure outputs delivered are to an appropriate standard on time and within the allocated budge
Specific Requirements
A minimum of 7 years, preferably 10 years of general QHSE management experience;
5 years of specific QHSE management experience within the transport industry;
Good understanding of ISO9001, ISO14001 and OSHAS18001;
Ideally a degree holder or of a professional qualification in quality and safety management with membership of a recognised professional institution.
