Job Description

The Applications Development Function Group Manager is a senior management level position responsible for accomplishing results through the management of a team or department in an effort to establish and implement new or revised application systems and programs in coordination with the Technology Team. The overall objective of this role is to drive applications systems analysis and programming activities.

Responsibilities: Lead/manage a global technology organization where evaluations direct performance and considerable weight is given to recommendations for pay increases, hiring, terminations, and other personnel actions Manage a large applications development functional area through functional managers Develop roles, responsibilities, and structure team to ensure greatest impact, efficient use of resource, and alignment to business structures Develop strategic direction of the applications development function to align with overall business technology goals as well as control resources budget, policy formation, and planning Provide evaluative judgement based on analysis of facts in complicated, unique, and dynamic situations including drawing from internal and external sources Manage regulatory agenda in line with broader business goals and work with other key Information Technology (IT) and business stakeholders to ensure consistent delivery and prioritization of initiatives Deliver cost savings and greater efficiency through innovation, process improvement, simplification of the technology stack and strategic outsourcing, and vendor partnerships Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards. Qualifications:

15+ years of relevant experience 10+ years of managerial experience Experience in a senior technology leadership role Experience working with senior business partners and stakeholders Advanced knowledge of industry practices, standards, rules, and regulations Working knowledge of risk and control Demonstrated knowledge of software development processes and practices Demonstrated knowledge of architecture, complex systems, and key technology areas within funds administration Ability to build and maintain peer and business relationships Education:

Bachelor's degree/University degree or equivalent experience Master's degree preferred

Job Purpose:

The Head of Markets Technology Bahrain will lead and support the delivery of technology solutions for the Markets Technology Organization in Bahrain.

The role is part of the Markets Financial Risk Technology Management team reporting to the Global Head of Financial Risk Technology, with a dotted line to the Global Head of Markets Technology.

Responsibilities include execution, stakeholder management, governance and day to day management of the cross functional / cross asset class organization.

The role requires delivery of direct business benefit, measurable in dollars, regulatory compliance and advanced optimization capabilities. Combined, these capabilities are central to enabling ICG to meet regulatory and business objectives.

The Head of Markets Technology Bahrain will initially be responsible for a workforce headcount of approx. 200+.

Job background/context:

The Head of Markets Technology Bahrain is responsible for driving innovative thought leadership and new approaches to allow Citi to continue to compete and "Be the Best" for our clients.

Priorities include: Clients - Develop and deliver solutions that improve client service. Business - Maintain active, positive relationships with key members of the Mkts leadership, particularly in Bahrain Technology - Implementing new business solutions that place Markets Tech in a leadership position whilst reducing age and number of legacy applications. Continue to improve development efficiency measured as the percentage of total tech staff that produce code Talent - Identify, develop and deploy market leading talent, and drive a delivery culture, improve diversity across many measures Risk and Controls - Maintain a forward looking, predictive and proactive control framework that more than meets the evolving Regulatory & Internal Audit requirements

Key responsibilities:

The Head of Markets Technology Bahrain will be responsible for the following aspects:

Lead and manage a large, cross asset technology organization of a workforce headcount of approx. 200+. Manage the team to ensure greatest impact, efficient use of resource and alignment to business structures as possible. Set a clear vision for the team around roles and responsibilities Execute the strategic roadmap for Markets Technology Bahrain is in line with business objectives Optimize the organization efforts to increase productivity and deliver efficiency through innovation, process improvement and simplification of the technology stack Manage the regulatory agenda in line with broader business objectives and working with other key IT and business stakeholders to ensure consistent delivery

Development value:

Highly visible strategic leadership role with senior level contact across ICG O&T and Markets Development of business/product knowledge Senior client representative of Citi engaging with senior members of client organization Leadership and management of significant and diverse organization footprint

Knowledge/ experience:

The role will ideally have a combination of the following:

15+ years of demonstrated Senior Technology Leadership roles in the financial industry or a related field Successful track record as a change leader in a large and complex environment Demonstrated ability to take an organization from a perspective of legacy technology to a position of industry leading technology innovation Possess a track record of transforming a global business through strong execution and delivery Experience running or creating an agile methodology that is deeply ingrained in the fabric of a large scale technology and operations function Strong talent focus and ability to successfully recruit and develop experts from leading organizations across the globe Ability to communicate a compelling vision and inspire others to deliver on an ambitious, complex, global roadmap Ability to engage and influence stakeholders at all levels within an organization, from the most technical engineer to the savviest business / executive leader Possess uncompromising ethics, unwavering integrity and understanding of risk & regulatory process, as well as outstanding communications and interpersonal skills Broad financial expertise with knowledge of corporate affairs, financial and economic fundamentals, and business policies, products, processes, systems and roles Be creative and passionate, driven by a desire for innovation and creation of an amazing client experience - smart risk taking - outside the box thinking Demonstrate an ability to identify and act upon unique insights and apply them to solve unmet needs and an expertise leveraging/synthesizing competitor, emerging technology, and other marketplace trends to draw out implications to support the team's overall mission and goals Possess first hand insights into the way that digital transformation is affecting industry and knowledge of best practices

They will be seen as a trusted advisor to senior business partners as well as to peers due to their strong mind-set in terms of delivery and execution of business strategies, and experience maintaining stability across operating and client facing platforms.

Qualifications: Degree in Computer Science, Information Technology or related discipline. Advanced degree preferred.
