Job Description

Role Purpose To Lead and Manage the Aviation Business Affairs & Consumer Protection section in line with the overall objectives of the Air Transport department, and the overarching strategy of DCAA. Manage the No Objection Certificates process and conduct all activities related to the affairs of commercial aviation in the Emirate of Dubai and the free zones. Control and inspect the practitioners of aviation activities in the emirate to ensure the companies adhere legislation and consumer protection laws (travelers) and educate consumers in the aviation sector, the rights and duties. Key Responsibilities/Duties:
  • No Objection Certificates: Oversee and manage the NOC applications regarding aviation related business activities in the city of Dubai and Free zone areas. Ensure thorough analysis of NOC requests and communicate, if necessary, with other sections and departments of DCAA in order to verify different requirements.
  • Complaints and Investigations: Oversee the development of delegated policies, procedures, and guidelines relevant to Aviation\xe2\x80\x99s complaint system. Develop specific delegated policies, procedures or guidelines relating to complaints.
  • Research & Evaluation: Oversee the research and evaluation process for the requirements of the new activities based on local, Federal and International regulations, in regard to aviation business activities requirements and procedures.
  • Complaint Management: Oversee complaints/suggestions\xe2\x80\x99 team performance and ensure progression of action plans. Monitor dispute resolutions and conduct relevant practices to mitigate future risks or complaints.
  • Suggestions & Complaints Escalation: Lead regular and proactive application of suggestions/complaints reviews to ensure consideration and implementation of positive outlooks to derive improved future value. Ensuring suggestions are well studied against implementation and outcomes, while complaints are well comprehended to future improve future operations.
  • Relationship Management: To grow and lead DCAA\xe2\x80\x99s key strategic relations with Dubai Tourism Department, Dubai Economic Department, General Civil Aviation Authority, Free Zone Authorities, Dubai Airports, Airport Companies, Aviation City, Airlines and other Government Departments, to develop processes regarding implementation of new regulations that affect aviation activities.
  • Database Management: Oversee and direct maintenance and the record of all ICAO, IATA, GCAA and DCAA codes, rules & regulations within-the Information system for reference. Maintain the record of NOC applications, NOC approvals and correspondence for future references.
  • Auditing & SLA\xe2\x80\x99s: Oversee and direct scheduled audits on aviation business activities documentations and business and their compliance with DCAA set regulations accordingly. Monitor and measure service levels of service providers to consumers through consumer experience, complaints, suggestions and random audits.
  • Statistical Report: Oversee the preparation of monthly & annual statistical reports on aviation related business NOC\xe2\x80\x99s and business activities.
  • Other duties: Perform other activities related to air transport as may be assigned from time to time.
Manegerial :
  • Strategy: Set, communicate and oversee implementation of the Section/Department/Sector\xe2\x80\x99s strategy in line with the overall objectives, mission and vision of DCAA.
  • Budget: Set, consolidate, review, monitor and allocate the Section/department/tor\'s budget; and forward to the Director for further approval (in coordination with Accounting Section).
  • People Management: Provide direction and manage subordinate staff in performing their delegated tasks; Provide professional development opportunities and perform periodic KPI setting, and performance appraisals for reporting staff (in coordination with the HR) and recommend incremental increases and levels of financial rewards, e.g. bonuses and annual pay rises for staff.
  • Training & Development: Ensure that all direct reports acquire the required skills and knowledge through appropriate training programs (in coordination with the HR);
5.Policies, Procedures & Processes: Ensure that the performance of various assigned tasks, and the conduct of staff within the Section are in accordance with the Section\'s policies and procedure.

Academic Qualifications:
  • Bachelor degree Aviation Management or Business Administration or equivalent experience
  • Master\xe2\x80\x99s Degree Preferred


Certifications:
  • Advanced Excel of Business
  • IATA Regulations on Aviation Business
  • Aviation English
  • Corporate Business Management


Professional Experience:
  • At least eight (8) years\xe2\x80\x99 working experience in the field of aviation
  • At least four (4) years in managerial role
