The Role Responsibilities
  • To act as a Team Member or Team leader on assigned Shariah audit work involving UAE and Middle East Cluster;
  • To act as Team Member and take responsibility for working with the Team Leader during the planning and execution of the Shariah audit, including drafting of audit issues and helping the TL to draft the Shariah audit report;
  • To ensure that assigned Shariah audit work is executed in an efficient and effective manner, within the given budget and timelines, and in line with GIA methodology standards;
  • To clearly explain the Shariah risks and impact of issues identified during testing to GIA and business management
  • The individual may support in department wide exercises such as annual planning, risk assessment and training on Shariah audits.
  • To actively manage relationships with senior auditee management and stakeholders including Islamic Banking (IB) Country (ISSC UAE) and Group stakeholders;
  • To support GIA audit teams by providing Shariah product/country knowledge and expertise for their audits relating to the individual\xe2\x80\x99s area of expertise;
  • To provide ongoing continuous monitoring in respect of the business and raise issues and observations outside of formal Shariah audit work to expedite rectification of control weaknesses; and
  • To attend and present at formal committees and Group meetings on behalf of Head of Internal Shariah Audit (HOISA), as required, e.g. Governance Committees (GSGF, GSSC etc) and ISSC UAE. This also includes representing at external Shariah audit forum like UBF ISA UAE.
  • Issue validation: Ensure that all Shariah audit issue action plans agreed during Shariah audit fieldwork are tracked through to completion in accordance with Shariah Audit Methodology requirements
The Internal Shariah Audit Manager is an independent person from the business and functions reporting to the HOISA, UAE. The Internal Shariah Audit unit is part of SCB UAE\xe2\x80\x99s Internal Audit Department, which reports into the Group Audit Committee in order to maintain independence of the third line of defense. The HOA, UAE carries out its duties in line with the GIA Methodology and Internal Shariah Audit Manual which includes the following:
  • Prepare the Internal Shariah Audit Manual and keep up to date periodically. It sets out the principles under which Internal Shariah Audit within the GIA UAE team operates.
  • Prepare the Annual Shariah Audit Plan which must be approved by the Internal Shariah Supervision Committee (ISSC) UAE and Group Audit Committee as part of the overall GIA UAE Audit plan.
  • Undertakes assessment of businesses and activities of IFI to ensure the IFI\'s compliance with Islamic Shariah.
  • Assesses effectiveness of the ISSC by reviewing the composition and governance as per the Standards in the Annual Shariah Audit. This is to ensure that the IFI\'s compliance with Shariah principles.
  • Assesses in the annual Shariah Audit, products, services forms, contracts, agreements, activities and transactions execution procedures, and other related matters are approved by the ISSC UAE.
  • Assesses the IFI\'s branches, its internal and external departments, and affiliates comply with Islamic Shariah.
  • Leads annual Shariah Audits to the IFI\'s internal and external departments, and branches (if any).
  • Prepares internal audit programs required for conducting inspection, and to verify and documents the sound execution of transactions considering the ISSC\'s fatwas and HSA\'s resolutions.
  • Conducts meetings with IFI\'s departments and branches to discuss the Shariah observations and request putting in place appropriate measures to prevent recurrences of similar issues, and in cooperation with relevant entities inside the IFI.
  • Prepares a report of the outcomes of the Internal Shariah audit and submits to the ISSC UAE.
Strategy
  • Support the HOISA where required, in the development of the GIA Shariah risk assessment and development of an appropriate Shariah audit plan for the HOA\xe2\x80\x99s assigned portfolio;
  • Propose Shariah audits for coverage during the audit cycle based on their knowledge of the business; and
  • Carry out their role in line with the Audit Charter and remain independent from management and free from interference.
Business
  • Assist the HOISA / HOA UAE to effectively manage the cost of assigned audits within the allocated budget for audit engagements.
  • Identify opportunities for efficiencies within audit work.
Processes
  • Participate as team member or team leader for assigned Shariah audit work for UAE and if need support the other IB audits in the Group;
  • Ensure that Shariah audit deliverables meet quality standards and timelines in line with the GIA and Shariah Audit methodologies.
  • Assist to draft and submit inputs to the Shariah audit scope (including the Audit Planning Memo and Process Risks Controls Matrix) proposed by the Audit Lead.
  • Assist in the drafting of the Shariah audit report in the GIA report review process; and
  • Track the implementation/delivery of the agreed issues and action plans for the Shariah audits assigned, understanding the key Shariah risks arising, provide advice on resolution of issues to auditees/action plan owners and escalate audit findings that remain unresolved.
  • Support the HOISA and HOA UAE to undertake issue validation where assigned.
People & Talent
  • Demonstrate proactivity and positive engagement during team sessions;
  • Influence change within the department by highlighting potential enhancements;
  • Identify growth areas at the start of each audit, and discuss with the Audit Lead on how best to work on them during the work;
  • Identify and successfully complete key internal training including Shariah related for self-development; and
  • Support the HOA to proactively spot talent for GIA.
Risk Management
  • Support the HOISA / HOA UAE to update the relevant assigned risk assessments on a regular basis to ensure that changes in risk profiles are identified in a timely manner, proposing changes to the assigned Shariah audit plan to the HOISA / HOA, as appropriate;
  • Be prepared to raise issues/concerns outside the normal Shariah audit process;
  • At the request of the HOA and HOISA, attend relevant meetings (e.g. GSGF/GSSC/ISSC UAE/IBRC etc.) to keep up-to-date on key IB business matters and provide the right challenge to ensure Shariah risks are appropriately identified, discussed and timely remediation plans are put in place; and
  • Review MI and reports regularly to keep up-to-date with key trends within the IB business.
Governance
  • Assist the HOISA / HOA to manage the relevant IB Product/Country clients, and establish good working relationships to help the businesses improve the control environment and keep updated with changes in the business impacting their risk profile;
  • Ensure clear communication of findings/issues/root causes to all relevant clients and monitor/escalate any overdue actions plans to the appropriate business manager and/or governance committee for resolution; and
  • Ensure timely escalation of delays in execution of Shariah audit work, both to auditee management and GIA management.
  • Support HOA / HOISA to undertake various periodic reporting activities to internal and external stakeholders

Our Ideal Candidate
  • Experience as a Shariah auditor, preferably one or more of the following areas of subject matter expertise: Shariah Audit, Islamic banking products and IB operations, Shariah Compliance, finance, technology, and functions experience.
  • Effective collaborative skills that contribute to positive working relationships with counterparts in Group Internal Audit and the business.
  • In-depth understanding of correspondent banking and overall enterprise risk management, regulatory requirements and associated control requirements.
  • Professional certification in Islamic, Shariah audit i.e. CSAA is preferred;
  • Shariah related University degree.
  • Have strong English and reasonable command of Arabic.
