Leads and manage all budgetingand financial management reporting, aligns, implements, organizes and monitoroverall practices, activities and functions of finance& procurement of all medical/ non-medical supplies, equipmentand purchase services for all Organ Transplant Center of Excellence’s (OTCoE) supplies,material planning for warehouse and other stores to achieve its mission, goals,and objectives and to enhance its existing systems, processes and productivity.

Essential Responsibilities and Duties

• Developsthe core capability and functionality of the budgeting/financial system tostreamline the access, presentation, and delivery of information, ensuring thatthe system meets the strategic objectives of the Executive Director towards improving OTCoE performance.
• Creates highly structured budget/ financial and statistical reports to track and control operations. Provides complete decision support solutions based on costs and standards.
• Perform budget/ financial analysis and contributes to the evaluation of projects, investment decisions, and other situations where financial input is required.
• Reviews operational budget proposals, prepares and presents budget process guidelines.
• Manages the procurement activates for OTCoE according to existing operational policies.
• Responsible for the procurement of all supplies, equipment and purchase services for OTCoE facilities.
• Screens purchase and equipment requisitions for completeness and ascertains the proper approval has been obtained as required by approved administration policies.
• Monitors the creation of master data, including the evaluation and definition of new items and suppliers.

  
  Education

  Master’s or Bachelor’s Degreein Finance, accountant or other related discipline is required.

  Experience Required

  nine (9) years of related experience including four (4) years at a senior/supervisory position with Master's , or eleven (11) years with Bachelor’s Degree is required.

  • Other professional accounting qualification such as IFRS certification, Accounting certification, Certified Management Accountant (CMA) etc. is preferred
