Role Purpose:
The Country Risk and Compliance Manager is responsible for the implementation and operationalization of the risk and compliance framework and strategy as required by the organization, and statutory and government regulations and mitigate risk for MAF Retail at a country-level by developing a UAE risk-based approach in line with MAF values and Code of Conduct, where risk management should be a normal part of the daily business. The role is also responsible for ensuring that policies and procedures which protect the people, profits, assets and reputation of MAF Retail are strictly implemented in the head offices and stores within the country in compliance with all relevant local laws and regulations.
Role Details \xe2\x80\x93 Key Responsibilities and Accountabilities:
Strategic Planning and Implementation around the following areas:
  • Risk Management/ Loss Prevention/Emergency response

  • Ensure regular collaboration and coordination with the Corporate Head Office to develop and implement country-specific risk management framework in line with Group Risk Management processes.
  • Monitor regulatory changes in the country and inform relevant stakeholders
  • Continuous monitoring for the threats and risks that may impact the business continuity or MAF Retail reputation, reporting such threats to management with recommended actions
  • Apply and manage the country emergency response process and crisis management strategy, including the ongoing monitoring of threats and risks that may impact the business in accordance to MAFR Risk & Compliance process
  • Provide recommendations and solutions in crisis situations such as workplace violence, protests, demonstrations, civil war, etc. and manages the situation locally
  • Implement the approved and communicated risk and compliance program to reduce loss of MAF Retail assets including merchandise, cash, property, associate safety and the mitigation of risk
  • Ensure the implementation of all related training and certification within assigned country
  • Oversee the implementation of action plans to decrease the shrinkage in the stores
  • Lead implementation and manage risk and threat assessments, impact analyses, and identify and implement preventative measures to avoid situations with business-critical impacts
  • Track and monitor agreed compliance actions to be completed by other business areas
  • Promote a positive risk and compliance culture across the country through training, broadcast emails and country Enterprise Risk Management Committee program

  • Compliance & Investigations
  • Work closely with HO VP Risk & Compliance to train, communicate, monitor and evaluate compliance with MAF Code of Conduct, policies and procedures, applicable laws and regulations and report any violations thereof.
  • Ensure the implementation of action plans, informed by the risk assessment, setting out key activities and objectives for mitigating financial crime and fraud risk; including how any identified control gaps will be closed.
  • Implement appropriate controls to proactively identify and reduce external and internal fraud risks.
  • Assess the risks associated with relationships with third parties or the use of intermediaries and implement appropriate, risk based, procedures to prevent (and demonstrate the prevention of) bribery and corruption risk.
  • Ensure compliance with appropriate gifts and entertainment procedures, which cover both the giving and receiving of gifts and entertainment; to include appropriate thresholds and require appropriate records to be maintained.
  • Periodically review and establish the extent to which sanctions requirements, including any external reporting requirement, including determining the likelihood and impact of breaches of relevant financial sanctions regimes.
  • Implement appropriate checking processes or screening solutions to identify relationships with, or payments being made to, sanctioned individuals or entities, suppliers and providers; and monitor such processes or solutions for effectiveness.
  • Monitor the extent to which the business interacts with Politically Exposed Persons (\xe2\x80\x9cPEP\xe2\x80\x9d) and what additional controls may be required in response to the risk.
  • Ensure all external/internal investigations and disciplinary actions comply with applicable laws, company policy, and industry leading practices to reduce company exposures to civil litigation
  • Conduct investigations on cases such as employee theft, breach of ethics, corruption, and violations of MAF Retail policies, procedures, and code of conduct, ensuring that proper evidence is acquired, preserved, corroborated, and documented, including informational and/or investigative interviews to obtain statements to confirm facts and support investigative findings

  • Health & Safety (including Food) Compliance
  • Work closely with HO Quality and Food Safety leads to implement the methodology for a planned and consistent identification of hazards, risk assessment and determination of control measures.
  • Ensure adherence to Hygiene and HSE policies and supports the Store Managers / Risk and Compliance Managers - Stores with the implementation of the agreed action plan
  • Ensure period compliance reviews and on-going review of changes to laws and regulations to ensure Majid Al Futtaim Retail Health & Safety practices meet any new requirements.
  • Facilitate determining the control measures to mitigate H&S risks \xe2\x80\x93 including food safety, quality and hygiene, coupled with regular monitoring and measuring of Health and Safety management and performance.
  • Lead the identification/mitigation actual and potential non-conformities with the Health & Safety and Food Safety Management System requirements.
  • Advocate the review of existing Health and Safety requirements when acquiring new businesses, as part of due diligence to identify any risks and issues, and to support integration of new business.
  • Assist Country Leadership with directing the activities of the Insurance team, provide advice and guidance as necessary.
  • Lead the management of international and nation-wide Insurance programmes, ensuring compliance with prevailing rules and regulations, including taxes.

  • Information Security and Data Privacy Risk Management
  • Support the Data Privacy and Cyber Security Heads at HO to champion and drive the Information Security and Data Privacy Risk Management process at country level to safeguard the confidentiality, integrity and availability of the information assets including business processes, applications, and infrastructure in line with Majid Al Futtaim\xe2\x80\x99s prevailing risk management frameworks.
  • Monitor as directed or needed the adherence to Information Security and Data Privacy Cyber Security obligations.
  • Spread awareness through participation in awareness campaigns and trainings as required.

Relationship Management
  • Develop and maintain partnerships with regulatory bodies, local law enforcement agencies and/or members of the retail risk and compliance community
Reporting
  • Communicate Risk and Compliance gaps or emerging threats to Vice President Risk and Compliance as well as senior and executive country management by identifying potential compliance, operational, financial, or reputational exposures and impacts with recommended remediation and communication plans for issue resolution
Human Capital Responsibilities
  • Ensure implementation of the performance management process
  • Provide mentorship for the purpose of developing a continuous talent pipeline for key roles
  • Identify training needs and coordinate with the HC department to ensure facilitation of training requirements
  • Oversee the develop and implementation of on the job-training
  • Ensure constant availability of the required competent staff to support the organization in meeting all its responsibilities, plans, and objectives
  • Provide inputs while developing MAF Retail\xe2\x80\x99s corporate policies and relevant procedures, and monitor the implementation
Finance Responsibilities
  • Monitor allocated budget to ensure compliance and take corrective measures when necessary
  • Provide inputs on the development of annual budget
  • Review financial reports for accuracy and consistency
  • Develop necessary measures towards continuous reduction of the operational cost
  • Identify and maximize all cost-saving opportunities
Functional/Technical Competencies
  • Enterprise Risk Management Certification (ERMA) is preferred
  • Risk Management Professional (RMP) is preferred
  • Certified in Risk and Information Systems Control (CRISC) is an added benefit
  • Data handling, research and information synthesis, Data Modelling and Budgeting
  • Creating a risk management strategy and developing risk management policies
  • Ability to oversee Audits and schedules
Minimum Qualifications Required
  • Bachelor\xe2\x80\x99s Degree in legal, Finance, Law Enforcement or closely related field (or an experience that has given similar qualifications).
  • Experience of working in an international environment, preferably in a high-risk environment.
  • Risk and Compliance Certification, Certified Protection Professional (CPP), Certified Fraud Examiner (CFE), Certified ISO 31000 Risk Management are preferred
Minimum experience
  • 10+ years in a similar position, with at least 4 years in the retail industry

  • Ability to perform under pressure and respond rapidly to emerging incidents and situations.
