Job Summary

We are seeking an experienced Project Engineer in Petrochemicals projects to join our Project Management team (PMT). PMT are responsible & accountable for the delivery of best in class capital projects. PMT is directly involved in executing & managing assigned projects safely, on schedule, within budget & to the highest standards of integrity & compliance. This will involve engineering design, procurement & construction of various sizes ($), types & complexity of small, medium to multi-billion-dollar mega projects. PMT manages & executes projects from multiple site offices or engineering contractor design offices, geographically scattered throughout Saudi Arabia. The primary role is to execute & manage capital projects. Ensure that engineering design, procurement, construction & project completion is done in compliance with the project objective & contractual requirements i.e. project schedule, cost, HSE, company standards & procedures.

Responsibilities:
  • Execute capital projects within defined scope, schedule, and budget.
  • Develop and present reports on project Key Performance Indicators (KPIs), parameters, and handle ad hoc assignments.
  • Utilize expertise in petrochemical projects to ensure successful project execution.
  • Provide technical and project management oversight throughout the design, construction, pre-commissioning, commissioning, startup, and closeout phases of projects.
  • Resolve project issues promptly, addressing challenges that arise in all project development phases.
  • Implement safety measures during project execution to ensure a safe working environment.
  • Incorporate company initiatives and business processes into projects.
  • Familiarize yourself with company Key Performance Indicators (KPIs) and strive to achieve them for assigned projects.
  • Prepare and review monthly project performance reports, highlighting design progress, material procurement status, construction milestones, commitments, payments, variances from standards, waivers, and any problems encountered, presenting these reports to management.
  • Anticipate and plan for changes in project scope, schedule, or costs, documenting and obtaining management approval for any adjustments.
  • Develop various types of estimates for project costs.
  • Develop different types of contracts for projects.
  • Manage material procurement for projects.
  • Handle all requirements related to change orders in projects.
  • Oversee and review incoming and outgoing correspondence concerning assigned projects, preparing appropriate responses.
  • Ensure that proper job records are maintained for all assigned projects.
  • Negotiate agreements and change orders with design and execution contractors.
  • Master This Company standards and minimize any deviations from these standards.
  • Manage various aspects of project development, including engineering studies, licensors selection, technical bid reviews, preliminary engineering, detail design, materials procurement, construction, pre-commissioning, handover, commissioning, startup, and closeout.
  • Prepare weekly and monthly reports on contract status and progress, including project costs and schedule.
  • Attend project meetings such as progress, stakeholders, design review, value improvement, etc.
  • Review project schedules, coordinate, and monitor project progress, addressing any performance issues with the contractor.
  • Identify and propose optimization opportunities for the project.
  • Implement engineering excellence in the assigned projects.
  • Propose and implement innovative ideas to improve the business.
Requirements:
  • This role required candidate to permanently relocate at Dhahran, Saudi Arabia.
  • Bachelor\'s degree in Engineering from a recognized and approved program. An advanced degree is preferred.
  • 7+ years of experience in the project management field related to refining & petrochemical industries, with a specialty in Petrochemicals.
  • Experience in handling projects with values ranging from $100MM to billion-dollar projects.
  • Excellent English communication skills, both verbal and written.
  • Experience in Engineering Design, Construction, Pre-commissioning, Commissioning, and Startup phases, with a thorough knowledge of engineering practices and economic principles according to applicable International Codes, Standards, and Specifications.
  • Mastery understanding of international procedures for Projects Phases, Engineering Phases, Bidding procedures, Procurement Processes, Construction Requirements, and up-to-date Best Practices. Familiarity with This Company procedures and standards.
  • Expertise in contract documents, including appendices, drawings, and specifications. Proficiency in project execution plans, interface management, change management, construction sequencing, standard specifications, and project schedules to support project managers and/or company representatives in timely project completion.
  • Understanding of scheduling principles, recovery methods, cashflow distribution, resource planning, and distribution.
