Job Description

Overview

+ Execute all assigned daily duties activities of Accounting for all fuel received, transferred, and issued through fuel dispensing systems, trucks, and equipment used to support bulk, fixed and mobile fuel retail operations

Responsibilities

+ Consolidates data, type drafts and generates final copy reports, ledgers, and forms. Prepares daily, weekly monthly fuel reports for the CDRL, DOL, and contracting. Audits receipts, invoices and daily issue forms for accuracy.

+ Prepares Monthly Bulk Petroleum Accounting Summary, Monthly Abstract of Issue of Petroleum Products, Daily Fuel, and Monthly Rollup & ln / out Gauge Sheet reports for the US Government to review.

+ Creates and implements computerized system for recording, tracking, and storing fuel

+ Must have knowledge of forms 3643, 3644 and 4702 for reporting fuel usage and reporting account information.

+ Prepares and maintains functional files using the Army's ARIMS system.

+ Maintains administrative records and submits program status report consistent with established SOP's,

+ Work Instructions, and contractual requirements.

+ Account and prepare reports for USG owed fuel stocks utilizing current Automated Information Systems (AIS)

+ Participates in the development and updating of departmental work instructions, Performance Work Statement, and Program Operating Procedures.

+ Identifies problems and inconsistencies in existing accounting systems, accounting methods and financial management policies and procedures. Provides recommended changes to improve the quality of work to management.

+ Ensures petroleum accountability forms and spreadsheets are available at each location.

+ Accounts for the Assistance-i n-Kind (AIK) fuel vouchers and prepares daily records and receipt invoices for turn-in. Uses this data at the end of the day report.

+ Maintains separate inventories for MOGAS, diesel and JP-8 fuel record receipts from KNPC (AIK) and the TPT (OCOUNS) Fuels sales slips

+ Interfaces with designated Government Representatives and contractors to assure smooth operations and compliance with government directives, standards, and needs.

+ Leads and assists eastern associates and non-exempt employees assigned to the same area.

+ Exercises continuing responsibility for safety and environmental conditions, procedures and work practices employed within the assigned area of responsibility.

+ Shall instruct subordinates in safety matters; ensures that safe work practices are followed, and regular inspections are performed.

+ Will have to travel long distances to and from work locations

+ Takes decisive action to eliminate unsafe conditions.

+ Performs other duties as assigned.

Qualifications

+ Education/Certifications: One-year related experience may be substituted for one year of education, if degree is required.

+ High School/GED/Associates preferred, 5+ years, Performs advanced tasks

+ Experience:

+ Three (3) years' experience fuel accountability associated with Petroleum Supply Operations

+ Three (3) Years' Experience DLA Energy

+ Fuel Accounting System (FAS) preferred

+ Must have knowledge of forms 3643, 3644 and 4702 for reporting fuel usage.

+ A current 40hr Hazzwopper Cert. is required

+ Skills

+ Knowledge of Safety Data Sheets (SDS) and storage requirements to meet compatibility of products based on hazard class is required.

+ Knowledge of petroleum accounting procedures and forms required.

+ Knowledge of petroleum sources sampling is required.

+ Must be able to understand test results from approved laboratory.

+ Leadership and management skills, including a professional demeanor, are required.

+ Strong interpersonal skills are required.

+ Ability to exercise discretion and good judgement is required.

+ Ability to prioritize responsibilities to handle a demanding workload is required.

+ Attention to detail with a high degree of accuracy is required.

+ Advance ability to communicate in English, both verbally and in written form is required.

+ High-level organizational and planning skills, so that workflow is managed and accurate is required.

+ Basic proficiency in Word, Excel, and Outlook and ALL Microsoft applications is required.

+ Working knowledge of the DLA Energy Fuel automated System
